About this opportunity

The Texas Department of Transportation (TxDOT) Aviation Division, on behalf of the City of Hamilton, is soliciting qualifications from professional consulting firms to provide comprehensive airport planning services through a Request for Qualifications (RFQ). The procurement seeks a single qualified consultant to prepare an Airport Layout Plan (ALP) with narrative documentation and an 18B Obstruction Survey in accordance with FAA Master Plan Advisory Circular standards. The project encompasses three primary phases: establishing airport goals and strategic planning with market analysis; updating aviation demand forecasts and identifying critical design aircraft; and developing facility alternatives, land use recommendations, a comprehensive development plan, and a Capital Improvement Plan (CIP). Qualifications statements must not exceed nine single-sided pages and must demonstrate firm contact information, proposed project team member identifications with time commitments, understanding of project scope and technical approach, relevant airport planning experience from the last ten years with specific original and actual completion timelines, and a proposed project schedule indicating weeks required for completion. Evaluation will be conducted by a local government consultant selection committee using four equally weighted criteria: capability and professional qualifications of key personnel (25 points); recent comparable experience in airport planning (25 points); ability to meet schedules with demonstrated reputation for competence and quality (25 points); and proposed technical approach and schedule (25 points). Responses must be submitted through the TxDOT Aviation eGrants system by March 25, 2026, at 2:00 PM Central Standard Time. The RFQ does not specify a formal bidders' conference or mandatory site visit requirement.

This procurement is subject to 49 CFR Part 26 Disadvantaged Business Enterprise (DBE) regulations; however, the DBE goal is established at zero percent, meaning no specific DBE participation is required. Respondents must certify that they are not listed in Section 889 or 1260H of the National Defense Authorization Acts and are not owned or controlled by entities on the U.S. Department of Commerce's foreign adversaries list. No incumbent vendor information or existing infrastructure integration requirements are identified in the RFQ. The award process will involve the consultant selection committee rating and ranking all submissions, with the top-rated firm contacted to begin fee negotiations and potential interviews if deemed necessary by the committee. No specific contract value or budget range is provided, as this is the qualifications phase with fee negotiations to follow consultant selection. Contact information for the TxDOT Project Manager Sean Newton and Contract Specialist Debra Woodruff is available for inquiries regarding this opportunity.
