About this opportunity

The Texas Department of Transportation (TxDOT) Aviation Division is requesting qualifications for professional services to prepare an Airport Layout Plan and related planning documentation for the City of Clarksville and Red River County, with responses due March 17, 2026 at 2:00 PM Central Time. A DBE goal of 0 percent applies.

The scope spans three phases: Airport Role and Planning Standards (aviation demand forecasts and critical design aircraft determination); Airport Facility and Land Use Alternatives (highest-and-best-use evaluation and facility requirements development); and Development Plan with Capital Improvement Plan and updated ALP documentation. The deliverable includes an 18B Obstruction Survey consistent with the latest FAA Master Plan Advisory Circular standards and relevant Standard Operating Procedures. Responses are limited to nine single-sided 8.5x11-inch pages and must address project understanding, technical approach, relevant project experience, proposed project team composition with time commitments, and a realistic schedule indicating the number of weeks required for each phase.

Evaluation is based on four equally weighted criteria (25 points each): capability to perform required services and professional qualifications of key personnel; recent experience within the last ten years developing comparable airport plans; ability to meet schedules and deadlines with demonstrated reputation for competence and quality; and proposed technical approach and schedule appropriateness. Respondents must provide references for up to ten relevant projects completed within the last ten years, including project start dates, airport contacts with phone numbers, original versus actual completion timeframes, and clarification of prime versus subcontractor roles.

Firms must register as eGrants users no later than one business day prior to the submission deadline. A written certification confirming that the responding company and any holding companies or subsidiaries are not listed in relevant national defense authorization acts or owned or controlled by foreign adversaries is required. The TxDOT Project Manager is Christian Cox; procedural questions should be directed to Contract Specialist Kelle Chancey. The top-rated firm will be contacted to begin fee negotiations.
