About this opportunity
Texas Woman's University (TWU) has issued a Request for Proposal (RFP) for comprehensive charter bus services across its three campuses located in Denton, Dallas, and Houston to support university departments and athletics programs. The procurement solicits proposals for five bus types with seating capacities of 25, 33, 40, 47, and 55 seats. All charter buses must be no more than eight years old, ADA-compliant with wheelchair accessibility, equipped with amenities including air conditioning, operable lavatories, Wi-Fi, and DVD/television systems, and furnished with cellular phones or two-way radios. Drivers must hold current certifications, possess at least five years of charter bus driving experience, pass drug testing, comply with federal hours-of-service regulations, and have no felony or sex offense convictions. Proposers must submit firm "ceiling" rates for hourly, daily, and mileage services, along with fees for second drivers, overnight services, and applicable fuel surcharges, with invoices payable net 30 days. The evaluation process will award points based on price (20 points), experience with college-age student transportation and higher education (20 points), ability to meet minimum insurance requirements (30 points), and safety rating (30 points). Written questions are due May 29, 2026 at 5:00 PM CST, with TWU responses by June 5, 2026 at 5:00 PM CST, and proposals must be submitted through TWU's electronic Oracle Supplier Portal by June 23, 2026 at 2:00 PM CST. The evaluation will occur on June 29, 2026, with award recommendations expected by July 1, 2026.
The initial contract term is one year from the last signature date with options for up to three additional one-year renewal terms upon mutual written agreement, provided 60 days' notice is given prior to expiration. Proposers must carry Commercial General Liability Insurance with limits of $5,000,000 per occurrence and Business Automobile Liability Insurance with limits of $5,000,000 for buses with 16 or more passenger seats. The HUB Subcontracting Plan is not required for this solicitation, and no specific set-aside designations have been identified. No incumbent vendors or current contractor information has been listed in the solicitation documents. Either party may terminate the contract without cause with 60 days' written notice. No specific award value or budget range has been disclosed in the available documentation, though pricing will be a significant evaluation factor representing 20 of the 100 total points available.
