About this opportunity

The City of Lubbock, Texas is issuing a Request for Proposals (RFP 26-19561-KM) for comprehensive landscape maintenance services at the Bell Farms Public Improvement District, encompassing five park areas (1-Acre Park, Pocket Park 1, Pocket Park 2, Playa Lake Park, and Basin Park) plus right-of-way fence sections. The scope of work includes turf maintenance, tree care, irrigation system operation and repair, landscaping, gravel area maintenance, right-of-way upkeep, water well and pump chamber maintenance, backflow assembly testing, trash receptacle and pet waste station management, hardscape and concrete maintenance, and lighting maintenance. Proposals must be submitted electronically through Bonfire or in hard copy to Marta Alvarez, Director of Purchasing and Contract Management, by April 15, 2026 at 3:00 p.m., with a mandatory pre-proposal meeting scheduled for April 1, 2026 at 10:00 a.m. via Zoom. Clarification requests must be submitted in writing to Kiara Morgan, Buyer IV, no later than five calendar days prior to the proposal closing date. The evaluation committee will score proposals based on price (30 points), qualifications and experience (50 points), and project approach (20 points). Contractors must provide pricing on a unit basis by individual park and right-of-way section, with mowing and shredding calculated at 29 cycles per calendar year, and must be capable of commencing work within ten days of receiving the Notice to Proceed.

The RFP does not specify any set-aside designations or restrictions limiting bidder eligibility, though potential contractors must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 commercial auto liability, workers' compensation at statutory limits, and $500,000 pollution liability. The contract term is one year with four optional one-year extensions, automatically renewing unless either party provides 90-day written notice to terminate, with pricing guaranteed for six months upon City approval and subject to adjustment thereafter based on Consumer Price Index or Product Price Index changes at the City's discretion. No specific award value or budget range is disclosed in the solicitation. Contractors must submit a maintenance schedule to the Director of Business Development within 15 days of contract award and provide documentation supporting any claimed cost increases beyond CPI/PPI adjustments on a quarterly basis. The City reserves the right to modify maintenance frequencies and adjust costs accordingly using unit pricing and does not guarantee any specific volume, minimum, or maximum compensation.
