About this opportunity

The Texas General Land Office is soliciting offers for an online oil and gas analytics database subscription service under RFO 7920-MK, with proposals due July 7, 2026 at 2:00 p.m. CT and questions due June 12, 2026. A VetHUB subcontracting plan is required for contracts with an expected value of $100,000 or more where subcontracting opportunities are probable.

The scope requires a commercially available, production-ready platform delivering current and historical oil and gas production data and activities on Texas state-owned lands, including drilling permits, monthly production volumes by well, drilling rig locations, newly completed wells, and spatial and tabular well inventory data. The system must support data integration with industry-standard platforms (Excel, Spotfire, Tableau, Power BI), provide GIS data integration, and offer API access for programmatic data retrieval. Annual subscription services must accommodate up to 249 users.

Minimum qualifications include at least five years of experience providing similar services, a production-ready commercial platform, and compatibility with industry-standard data formats and integration methods. Respondents must submit audited or unaudited financial statements (depending on entity type) within three business days of receiving a Notice of Intent to Award.

The contract term runs September 1, 2026 through August 31, 2027, with two optional renewal periods: September 1, 2027 through August 31, 2029, and September 1, 2029 through August 31, 2031. Contract renewal is contingent upon continued exemption approval from the Texas Department of Information Resources. Evaluation weighs cost at 40 percent, demonstrated relevant experience and past performance at 40 percent, and software features, ease of use, and training requirements at 20 percent. The GLO intends to award one contract and reserves the right to conduct oral interviews, request best and final offers, and cancel the solicitation if in the GLO's best interest. Anticipated award notification is July 23, 2026, with contract negotiation and execution between July 24 and August 10, 2026.
