About this opportunity
Region 8 Education Service Center, operating on behalf of the Region 8 Food Purchasing Cooperative, is soliciting proposals for the procurement of general grocery and related categories to serve 79 member school districts across 23 Texas counties representing approximately 124,000 students and over 200 delivery sites within a 75-mile radius of Pittsburg, Texas. The procurement encompasses a comprehensive range of items including snacks, beverages, fresh market items, fluid milk, dairy products, juice, chemicals, paper, plastics, small wares, fresh bread, fresh produce, frozen slush, and dispensed beverages. The contract term runs from July 15, 2026, through July 15, 2027, with options to extend for up to three additional one-year periods through July 15, 2029. Proposals must be submitted in sealed format by May 8, 2026, at 2:00 PM, with one original signed document in blue ink and one electronic copy on a USB drive containing specifications and pricing in Excel format; the RFP opened April 6, 2026, at 10:00 AM. Vendors will be evaluated based on cost (40 points), vendor responsibility and responsiveness (15 points), quality of goods (10 points), extent goods meet cooperative needs and SNP compliance (25 points), historically underutilized business status (5 points), and other relevant factors including online ordering systems and delivery capability (5 points). All products must comply with USDA and Texas Department of Agriculture regulations for school nutrition programs, meet Buy American Provision requirements with over 51 percent U.S. content for processed products, and carry manufacturer certifications. Deliveries must occur between 6:30 AM and 2:00 PM at member locations unless pre-approved otherwise, with vendors required to provide guaranteed weekly shipments with no minimum case requirements exceeding 10 cases unless negotiated.
Historically underutilized businesses are eligible for additional consideration as a weighted evaluation criterion worth 5 points. No incumbent vendors or current contractors are identified in the solicitation materials. Vendors must comply with extensive federal compliance requirements applicable to contracts using federal funds, including debarment certifications, drug-free workplace certifications, civil rights compliance, and record retention obligations. All pricing must remain firm for the contract term except for market-priced items such as fluid milk, dairy, juice, and raw meats, which may escalate or de-escalate according to USDA market indices. Vendors must agree to pay a quarterly participation fee of one-half percent (1/2%) of total invoice amounts to support cooperative administration and operations. The estimated total contract value is approximately $27,323,039.00 based on cooperative member forecasts and historical purchasing data.
