About this opportunity
The Texas Department of Criminal Justice (TDCJ) is procuring a complete emergency power system replacement for the Telford Unit in New Boston, Texas (Bowie County). This procurement involves the supply and installation of a 150-kilowatt diesel-powered emergency generator rated at 480/277 volts, three-phase, 60 hertz with a 0.8 power factor, along with a 400-ampere automatic transfer switch and a 400-ampere generator docking station, all of which must be provided as a matched package from a single manufacturer. The scope of work includes removal of the existing emergency generator and manual transfer switch, installation of new equipment in accordance with National Electrical Code standards and NFPA 110 specifications for Class 24, Type 60, Level 2 standby power systems, installation of conduit and conductors, possible concrete pad extension, and comprehensive field services including manufacturer inspections, functional testing, startup procedures, and training for up to 10 TDCJ maintenance personnel for a minimum of 8 hours. The generator must comply with EPA Tier 3 emissions requirements and include WiFi-enabled controls with remote monitoring capabilities, cellular access ports, and comprehensive engine parameter monitoring. All electrical work must be performed by a licensed Master Electrician, and bidders must provide extensive submittals including product data, certified drawings, schematic and wiring diagrams, factory test reports, and compliance documentation for UL 2200, ASME B15.1, NFPA 110, and EPA emissions standards. Electrical acceptance testing must be performed by a qualified Electrical Testing Agency meeting NETA standards with final testing including short-circuit analysis, coordination study, arc-flash hazard analysis, load flow analysis, stability study, and harmonic analysis. The posted date is April 14, 2026, with a proposal due date of May 6, 2026.
The procurement documents do not specify set-aside designations, restrictions on respondent types, disadvantaged enterprise requirements, incumbent vendors, or budget ranges. All equipment must include manufacturer warranties of two years covering defects in composition, design, and workmanship with all travel, shipping, and labor costs included, and equivalent products meeting the specifications will be considered acceptable regardless of brand or manufacturer references included in the documentation. The project location is at Building 19 (Dormitory) at the Telford Unit, with equipment to be positioned on an exterior pad adjacent to electrical room #106, and coordinates at 33.42108 N / -94.47472 W. All work must comply with the National Electrical Code, NFPA 70E electrical safety standards, and TDCJ-specific requirements including security-grade materials in accessible areas and WiFi configuration for all enabled devices. Bidders are required to acknowledge and incorporate all modifications and additions presented in the supplementary exhibit addendum (ESBD 506956) to ensure complete compliance with procurement requirements.
