About this opportunity

The University of Houston-Clear Lake is issuing Invitation to Bid (ITB 759-26-010) for the procurement of four Gen 4 Class II Type A2 biosafety cabinets with associated equipment and installation services. The solicitation was posted on March 20, 2026, with sealed bids due by April 3, 2026, at 3:00 PM Central Time at the Procurement Department located at 2700 Bay Area Boulevard, Student Services and Classroom Building Room 3.302, Houston, Texas 77058, or via email to UHCLProcurement@uhcl.edu. Each biosafety cabinet must measure 6 feet in length and include energy-efficient ECM blowers, 7-inch touch screens with airflow monitoring sensors, and LED lamps. The procurement also includes four adjustable-height stands featuring caster wheels and leveling feet with height adjustments ranging from 28 to 36 inches. Bidders must provide three references demonstrating prior experience with similar projects of comparable magnitude and must submit a complete installation timeline detailing order submission and delivery milestones aligned with the University's schedule. Bid pricing must be guaranteed for 60 days and include all furnishings, freight, delivery, and installation charges as a total package price. The University will evaluate bids based on the "Best Value Standard" considering quality, service, price, warranties, company reputation and financial status, past experience with similar items, and anticipated future costs.

The University has determined that a Historically Underutilized Business (HUB) Subcontracting Plan is not probable for this contract and therefore is not required; however, respondents demonstrating preference under Texas Government Code Title 10 Subtitle D Chapter 2155 Subchapter H may claim preferences for Texas-produced items, Texas agricultural products, USA-produced supplies, HUB certification, recycled materials, energy-efficient products, or products from economically depressed areas. All purchases are exempt from state sales tax and federal excise tax, and bidding must comply with Texas purchasing regulations and all relevant statutes, including affirmations of non-engagement in antitrust violations or bribery and certification of non-delinquency on franchise taxes and child support obligations. Invoices shall be submitted within 30 working days of receipt by the University, with payment made only after delivery and acceptance by University personnel. The University reserves the right to make single or multiple awards to one or more vendors based on the most advantageous proposition and maintains the right to terminate awards at any time with 30 calendar days' written notice. No incumbent vendors or specific budget ranges are listed in the solicitation documents.
