About this opportunity
The Texas Health and Human Services Commission is requesting bids for orientation and mobility services for individuals with vision impairment at Richmond State Supported Living Center in Richmond, Texas, under IFB HHS0017468, with bids due June 29, 2026 at 10:30 a.m. Central Time. The contractor must be a Certified Orientation and Mobility Specialist (COMS) through the Academy for Certification of Vision Rehabilitation & Education Professionals (ACVREP) — the central eligibility filter.
The scope covers working with patients on safe independent travel, staff training on transporting individuals with visual impairments, assessments using standardized instruments, multidisciplinary team collaboration, support-plan participation, and service reporting in compliance with ACVREP standards. The contractor must provide a minimum of one day (8 hours) per week during business hours (Monday through Friday, 8 a.m. to 5 p.m. Central Time). All assigned personnel must be at least 18 years old and hold COMS certification with a minimum one year of experience. Bidders must submit three verifiable references for similar contracts completed within the past five years.
The historical annual spend is $42,000, provided as a guideline only with no guaranteed volume. Insurance requirements include workers' compensation, commercial general liability of $1 million per occurrence, commercial automobile liability of $1 million combined single limit, professional liability of $1 million, and umbrella liability of $1 million. Background checks for all personnel are required prior to work commencement and are the contractor's responsibility.
The initial contract term runs September 1, 2026 through August 31, 2029, with a possible one-year extension at HHSC's discretion. Both HHSC and the Department of State Health Services are entitled to utilize any awarded contract. Pricing must be submitted as firm, fixed prices covering all labor, equipment, materials, and supplies. Questions are due June 18, 2026, and addendum responses are due June 22, 2026. Awards will be made on best overall value rather than lowest price.
