About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for a VATECH PAX-I panoramic x-ray system new practice package with assurance sensors for Rusk State Hospital, with responses due June 22, 2026 at 10:30 A.M. Central Time under IFB HHS0017400. A corrected Exhibit C Pricing Sheet was issued via addendum on June 8, 2026; respondents must acknowledge receipt of the addendum with their response or face disqualification.

The scope encompasses one PAX-I panoramic x-ray system (NIGP Class 26096) configured without cephalometric capability, bundled with three input/output sensors (sizes 1, 1.5, and 2), one handheld x-ray unit, one EZCAM camera, and ten licenses of EZDenti 2D software. The sensors carry a 5-year warranty with two no-questions-asked replacements per sensor; the panoramic x-ray includes a 5-year parts warranty with 10-year coverage on the sensor and tubehead, plus 6-month labor warranty.

Bidders must submit firm, fixed pricing on Exhibit C and complete signed Exhibits A (HHS Solicitation Affirmations) and C. Pricing must be in U.S. dollars only and represent all-inclusive compensation including labor, equipment, materials, supplies, and related expenses; bidders must indicate whether shipping is included. The historical spend for similar goods is $54,277.95. Price adjustments during the contract term may be permitted using the Consumer Price Index or Federal Minimum Wage escalators, subject to HHSC approval.

The contract is effective upon award and expires August 31, 2026, with one one-year extension option at HHSC's sole discretion subject to funding availability. No HUB Subcontracting Plan is required, though submission is encouraged. Responses must be submitted electronically via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room (requiring IAMOnline registration, which may take several days), or via hand delivery or overnight mail on a single USB drive. Questions are due June 15, 2026; responses to clarifications were posted June 16, 2026. HHSC reserves the right to reject any or all responses and make award based on best value, considering bidder qualifications, ability to meet performance requirements, and price.
