About this opportunity

The Texas Health and Human Services Commission Procurement and Contracting Services division is soliciting bids for as-needed plumbing and repair services at Lubbock State Supported Living Center under IFB HHS0017267, with bids due June 22, 2026 at 10:30 A.M. Central Time. The contractor must be located within a 20-mile radius of the facility — a restrictive geographic filter.

The scope covers installation, maintenance, inspections, repairs, and emergency services across faucets, fixtures, flush valves, drain clearing, water and sewer line repairs, shut-off valves, hose bibs, water pressure troubleshooting, mixing valves, minor piping repairs, HVAC repairs, and gas line repairs. The contractor must maintain regular business hours Monday through Friday, 8:00 A.M. to 5:00 P.M. Central Time, with a four-hour response requirement for service calls and one-hour response for emergencies. All work includes a one-year warranty on workmanship; parts must be new, latest-model commercial-grade materials with manufacturer warranty documents provided upon completion.

Required qualifications: minimum five years' relevant experience; personnel with at least three years' experience and valid Texas State Board of Plumbing Examiners licensure; three verifiable references for similar-scope work completed within the last three years; comprehensive insurance including workers' compensation, commercial general liability, commercial automobile liability, professional liability, and umbrella liability each at $1,000,000 per occurrence or aggregate; and background checks on all personnel.

Historical spending for similar services totaled $50,783.00 from September 1, 2025 through April 29, 2026. Pricing must be firm and fixed for contract life, submitted on the provided Pricing Sheet, and include all labor, equipment, materials, supplies, and related expenses. Price adjustments may be permitted using the Bureau of Labor Statistics CPI index or Federal Minimum Wage adjustments. The contract term runs from September 1, 2026 through August 31, 2030, with one optional one-year extension.

An optional on-site visit was held June 9, 2026. Questions were due June 10, 2026 at 5:00 P.M., with responses posted by June 16, 2026. Bidders must submit completed Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), and D (Bidder Reference Form), documentation of qualifications, evidence of financial capability, and acknowledgment of any addenda.
