About this opportunity
The Texas Health and Human Services Commission (HHSC) issued an Invitation for Bids (IFB) on April 10, 2026, for the procurement of 34 covered trash receptacles to be delivered to HHSC's facility at 7920 Alameda Avenue, El Paso, Texas. The receptacles must be all-steel construction with a resilient polyester powder green coated finish, 45-gallon capacity, 10-1/2" x 16" disposal openings, side door access with reusable rigid black plastic liners, and dimensions of 31-5/8"W x 23-7/8"D x 43"H, matching or equivalent to the Belson Outdoors Model HM-4030C. Bids must be submitted by April 27, 2026, at 10:30 AM Central Time, with a questions and clarifications deadline of April 15, 2026 (responses posted April 17, 2026). The contract will be available for utilization by both HHSC and the Department of State Health Services (DSHS), with an anticipated contract start date of May 1, 2026 and a standard delivery timeframe of 14 days after receipt of order. Bidders must submit Exhibit A (HHS Solicitation Affirmations) and a completed Exhibit C Pricing Sheet showing firm, fixed unit prices on an F.O.B. Destination basis with freight prepaid and included, or with exact delivery costs shown separately; failure to submit these mandatory documents will result in disqualification. The solicitation is classified under NIGP Class/Item No. 450/34, and HHSC reserves the right to make single or multiple awards to achieve best value for the state.
Respondents must certify compliance with all mandatory affirmations and uniform terms and conditions established by HHSC and DSHS, including E-Verify participation, cybersecurity training, maintenance of required licenses and permits, and adherence to numerous Texas Government Code provisions addressing conflicts of interest, human trafficking prohibitions, delinquent tax status, and various state-specific restrictions including prohibitions on abortion funding, boycotts of Israel and energy companies, discrimination against firearm industries, and restrictions on certain telecommunications and surveillance services. While the solicitation does not specify a predetermined volume or quantity guarantee, bidders are encouraged to submit a Historically Underutilized Business (HUB) Subcontracting Plan if subcontracting opportunities are identified. No incumbent vendors or existing contractors are identified in the solicitation documents. Price adjustments are permitted only at HHSC's sole discretion and may be correlated with the Consumer Price Index (Region VI) or Federal Minimum Wage Rate increases with proper supporting documentation. The solicitation does not specify an estimated contract value or budget range; payment will be made in accordance with the Texas Prompt Payment Act, and all contracts are subject to appropriations and availability of funds with award contingent upon approval by the HHSC Executive Commissioner or designee.
