About this opportunity
The Texas Health and Human Services Commission (HHSC), on behalf of the Department of State Health Services (DSHS), is conducting a competitive Invitation for Bids (IFB HHS0016902v2) for the procurement of QIAxcel and QIAamp DNA screening kits for use in the DSHS state laboratory. The solicitation seeks competitive bids to establish contract(s) for DNA screening kits specifically designed for routine evaluation of DNA fragments in qualitative singleplex or multiplex PCR and other DNA applications. The procurement includes seven line items: QIAxcel DNA Screening Kits (6 kits), QIAxcel DNA High Resolution Kits (9 kits), QX Alignment Markers (12 units), QX DNA Size Markers (12 units), QIAamp DSP DNA Blood Mini Kits (5 units), estimated shipping and handling charges (1 lot), and estimated import fees (1 lot), with all pricing to be submitted in US dollars and remain firm and fixed for the contract term. Bidders must submit responses by January 29, 2026, at 10:30 AM Central Time, with the questions and clarifications deadline having been January 20, 2026, and responses posted on January 21, 2026. The evaluation criteria include bidder qualifications and specifications compliance, ability to meet delivery requirements including delivery to 1100 W 49th Street, Lab Loading Dock 114, Austin, TX 78756, price competitiveness, and past vendor performance, with HHSC retaining the right to make single or multiple awards based on best value rather than lowest price alone. The anticipated contract start date is January 30, 2026, with an initial contract term through August 31, 2026, followed by a one-year extension option available at HHSC's sole discretion.
No set-aside designations or restrictions limiting organizational eligibility are specified in the solicitation; however, a Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not required. The solicitation does not identify any incumbent vendors or current contractors, nor does it reference existing infrastructure or technology requiring integration. All respondents must affirm compliance with the HHS Solicitation Affirmations (Exhibit A), including certifications regarding debarment status, suspension eligibility, franchise tax compliance, prohibition on boycotts of Israel and energy companies, and various other state and federal statutory requirements, and must submit a completed Exhibit C Pricing Sheet. The historical monetary value for similar goods was between $25,050.00 and $30,000.00 for Fiscal Year 2025, provided as a guideline only and not representing guaranteed volumes or compensation. Responses may be submitted via email to PCSBids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail on USB drives, with late submissions not accepted under any circumstances. All resulting contracts are subject to appropriations and funding availability, and no volume or usage guarantees are provided.
