About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, in conjunction with the Department of State Health Services (DSHS), is conducting a formal Invitation for Bids (IFB) for the procurement of one Cleveland Range Model No. PDL3 Direct Pressure Steamer for the Lubbock State Supported Living Center. The equipment specifications include a 3-compartment steamer with 8 compartments at 12 inches by 20 inches by 2.5 inches deep pan capacity each, individual automatic timers, cast aluminum doors, stainless steel frame, and 4-inch adjustable legs designed for 5 psi direct steam operation with 115V/60/1 phase electrical requirements. The procurement also requires pricing for associated accessories including a DTV15CLV Drain Cooling Kit, a PKO Power Take Off kit for kettle operation with a 5 psi pressure reducing valve, and an IMK6 Kettle Interconnecting Kit with 6-foot length. Delivery only is required with no installation services needed, as the kitchen has an external steam source. Bidders must submit the completed Exhibit A HHS Solicitation Affirmations, the completed Exhibit C Pricing Sheet with all costs fully inclusive of labor, equipment, materials, and supplies, and any applicable Addendum Acknowledgement Forms. The IFB was posted on January 21, 2026, with a questions and clarifications deadline of January 28, 2026, and a response deadline of February 4, 2026, at 10:30 AM Central Time. The anticipated contract start date is February 6, 2026, with an initial contract term running through August 31, 2026, and one optional one-year extension available at HHSC's sole discretion. Evaluation criteria prioritize bidder compliance with IFB requirements and specifications, ability to meet delivery performance requirements, and price, with HHSC reserving the right to award to the bidder offering the best overall value rather than the lowest price.
While no specific set-asides are mandated, bidders are encouraged but not required to submit a Historically Underutilized Business (HUB) Subcontracting Plan. All respondents must comply with comprehensive certification requirements including verification of non-suspension and non-debarment status, confirmation of non-involvement in human trafficking, certification of E-Verify employment verification system compliance, disclosure of any prior legal or regulatory actions, attestations regarding conflicts of interest and fraud prevention, and compliance with Texas-specific preferences regarding Texas bidder status, products, cybersecurity controls, artificial intelligence system disclosures, and restrictions on boycotts of Israel and energy companies. Pricing must be submitted as firm, fixed prices for the contract life, with price adjustments during the contract term permissible only at HHSC's sole discretion and correlated with the Bureau of Labor Statistics Consumer Price Index using a specified formula. No specific budget amount or award value range is identified in the solicitation documentation; pricing will be determined through competitive bidding on the Exhibit C Price Sheet. Both HHSC and DSHS are entitled to use any contract awarded as a result of this IFB. All responses become property of HHSC and are subject to the Texas Public Information Act, with awards contingent upon approval by the HHSC Executive Commissioner or designee.
