About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, on behalf of HHSC and the Department of State Health Services (DSHS), is requesting bids for removal and replacement of a 600-amp automatic transfer switch (ATS) at Rio Grande State Center in Harlingen, Texas under IFB No. HHS0016836v4, with bids due June 12, 2026 at 10:30 AM Central Time.

The ATS must be a delayed-transition, 3-pole, 440–480V 3-phase system with NEMA 3R enclosure, preferably ABB ZTS T-Series or equivalent, featuring microprocessor activation, programmable exercise timer, event logging, Modbus RTU communications, seismic certification to IEEE-693-2005, and comprehensive monitoring. The contractor provides all labor, materials, equipment, tools, and transportation, including field measurements, electrical code-compliant installation, startup, programming, commissioning by factory representative, and training.

Minimum qualifications require three years of relevant experience and a Journeyman Electrician License or higher. Bidders must submit three verifiable references for similar services completed within the last three years and supply evidence of required insurance: workers' compensation ($1 million employer's liability), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile ($1 million combined single limit), professional liability ($1 million), and umbrella ($1 million).

The contractor must respond to service calls within four hours during regular business hours (8:00 AM to 5:00 PM, Monday through Friday, Central Time) and within one hour for emergencies. All pricing must be firm and fixed on the provided Exhibit C sheet. The initial contract term runs from award through August 31, 2027, with potential extension for up to one year at HHSC's sole discretion. Evaluation is based on ability to meet specifications and delivery requirements and price, with award made on best-value basis rather than lowest-price-only criteria.

Optional site visits are scheduled for June 2 and June 3, 2026. Questions are due by June 4, 2026 at 5:00 PM. Bidders must complete HHS Solicitation Affirmations (Exhibit A), Bidder Reference and Qualifications Form (Exhibit D), and obtain a Texas Identification Number (Form 4109). Electronic submission is available through the optional HHS Online Bid Room.
