About this opportunity

The Texas Military Department is requesting proposals for Camp Swift Automated Record Fire (ARF) Range modernization in Bastrop, Texas, with proposals due August 4, 2026 at 10:00 a.m. Central Time, and mandatory site visits on June 23 or June 24, 2026. A VetHUB subcontracting plan is required — all vendors must demonstrate good faith efforts to recruit certified Veteran Heroes United in Business subcontractors in building construction, communication systems, concrete, electrical, HVAC, and testing services, or self-perform the entire contract.

The scope encompasses modernization of power and data systems, repair of existing concrete coffins, associated earthwork, and construction services spanning civil, electrical, mechanical, and telecom trades. Construction must commence within 90 days of contract award (targeted September 30, 2026) and reach substantial completion by approximately September 2027. Respondents must propose a specific performance period in calendar days and submit three project narratives demonstrating equivalent project experience within five years. Key personnel — the superintendent and project manager — must hold OSHA 30-hour certifications.

The estimated construction budget is $1.9 million for the proposal base and $650,000 for proposal options, totaling approximately $2 million. The proposal amount must remain firm for 60 calendar days from the RFP opening date. A bid bond equal to not less than 5 percent of the proposal base is required. The contract term is one year with Agency discretion to extend for up to three additional one-year periods, and may be terminated for convenience with thirty days' advance written notice.

Evaluation weighs compensation at 50 points and qualifications at 50 points across eight sections, including ability to provide general construction services, team qualifications, project execution plan, safety program and record, and project management capabilities. Questions are due July 7, 2026 at 4:00 p.m. Central Time, with answers provided by addendum approximately July 22. All work must comply with OSHA standards, the Build America Buy America Act, and prevailing wage requirements. Points of contact are Suevilai D'Angelo (HUB@military.texas.gov) and Susana Rivera (FY26CampSwiftARF@cfmo.mil.texas.gov, 512-782-6916).
