About this opportunity

The University of Texas Southwestern Medical Center (UTSWMC) issued a Request for Competitive Sealed Proposals (RFP No. FY2026-RFP-HC-00199) for the selection of a General Contractor to replace fume hoods in rooms L3.201 and L3.203. The project scope encompasses the renovation of 12 fume hoods shared between the two rooms, including installation of additional exhaust risers, replacement of existing ductwork fittings, retrofitting of the exhaust fan, and associated ceiling tile and floor work. A mandatory pre-submittal conference and guided site tour will be held on January 21, 2026, at 11:00 AM at 5323 Harry Hines, Dallas, Texas, with RSVP required by January 16, 2026. Sealed proposals are due January 30, 2026, at 4:00 PM CST via the procurement portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UTSWMC, with public opening scheduled for February 2, 2026, at 10:00 AM via Microsoft Teams. The anticipated Notice to Proceed is March 5, 2026, with substantial completion targeted for November 9, 2026, and final completion by December 31, 2026. Evaluation will be weighted 25 percent on pricing and delivery proposal and 75 percent on qualifications, including safety management program (10%), ability to provide construction services (5%), qualifications of construction team (15%), past performance on representative projects (15%), past performance on UT System projects (5%), project planning and scheduling (15%), quality control and commissioning program (5%), and warranty and service support program (5%).

Respondents must submit a Historically Underutilized Business (HUB) Subcontracting Plan, as subcontracting opportunities have been determined probable, and the contract will be awarded as a lump-sum agreement to the respondent offering the best value. All respondents must be eligible to contract with the state of Texas, certify franchise tax status, comply with prevailing wage requirements, and maintain workers' compensation insurance. A letter of intent from a surety company indicating bonding capacity for the entire construction cost, potentially up to $600,000, is required for submission. The project is located at an occupied medical facility, requiring contractors to coordinate closely to minimize disruption to ongoing operations. All proposals become the property of the Owner and are subject to disclosure under the Texas Public Information Act.
