About this opportunity

The Texas Historical Commission (THC) is issuing an Invitation for Bids (IFB) for comprehensive electrical installation services at Fort Griffin State Historic Site in Albany, Texas. The procurement seeks a licensed electrical contractor to complete underground service line connections from the utility transformer to both the Herd Office and Herd Barn, installation of two 200-amp feed-through panel disconnects, interior wiring, and lighting fixtures. Specific deliverables include approximately 150 feet of underground 3/0 copper THHN wire to the house panel and 125 feet to the barn panel, one 200-amp 40-space panel with a 240-volt 50-amp welder outlet, three exterior LED wall pack lights, and eleven interior LED UFO high bay lights. Eligible bidders must possess a current Texas Department of Licensing and Regulation (TDLR) Electrical Contractor license and demonstrate a minimum of three years of experience in similar electrical work. Pricing must be submitted on a lump-sum basis covering electrical materials and components, labor for new construction, labor for wiring and lighting, and delivery costs to Albany, Texas. An optional pre-proposal site visit can be scheduled with Will Cradduck at 325-762-0235 between April 27-30, 2026. Bids are due electronically by May 12, 2026, at 2:00 PM Central Time, with evaluation completion scheduled for May 14, 2026, and contract award expected May 15, 2026.

The contract term is 90 days from award, with potential extensions of up to two 30-day periods by written agreement. Contractors must maintain full insurance coverage, including workers' compensation insurance with minimum limits of $1,000,000 per accident and commercial general liability coverage with $1,000,000 per occurrence and $2,000,000 aggregate limits. The contractor must provide a one-year warranty on labor and maximum available warranty on installed materials, with payment contingent upon THC's acceptance of deliverables and invoicing permitted no more than monthly and no later than 90 days after completion. No VetHUB subcontracting plan is required as the contract does not exceed $100,000. Contractors must comply with all applicable Texas Government Code provisions, including certifications regarding lobbying, conflicts of interest, debarment status, E-Verify employment verification, and child support compliance.
