About this opportunity
The Texas Historical Commission issued an Invitation for Bids (IFB) on March 10, 2026, for comprehensive electrical installation services at Fort Griffin State Historic Site in Albany, Texas. The scope of work includes installation of two 200-amp feed-through panel disconnects, underground service connections from the utility transformer to both the Herd Barn and Herd Office (approximately 150 feet to the house and 125 feet to the barn using 3/0 copper THHN wire), one 200-amp 40-space panel in the barn, one 240-volt 50-amp welder outlet, interior wiring with 12-gauge minimum copper stranded wire, three exterior LED wall pack lights (up to 16,800 lumens), and eleven interior LED UFO high bay lights (150 watts, 17,250 lumens each). Qualified contractors must possess a minimum of three years of experience in similar electrical work and maintain current TDLR Electrical Contractor (ELC) licensing. A mandatory site visit was required between March 12-17, 2026, with bids due on March 24, 2026, at 2:00 PM CST. Award notice is expected March 27, 2026, with contract start anticipated March 31, 2026, and project completion required within 90 days of award. The contract evaluation will be based on best value to the State of Texas, considering item price, total cost of ownership, specification compliance, delivery timeframe, and probable performance indicators including past vendor performance and references. Upon award, the successful contractor must provide maximum available warranty on all installed materials and a one-year warranty on labor, with payment contingent upon THC acceptance of deliverables submitted via itemized invoices no more frequently than monthly and no later than ninety days after completion.
The solicitation documents do not specify any set-aside designations or restrictions on vendor eligibility based on disadvantaged enterprise status. Contractors must, however, comply with numerous compliance certifications and requirements, including E-Verify verification, child support compliance, proof of no felony convictions or human trafficking involvement, confirmation of non-suspension or debarment status, and non-affiliation with foreign adversaries. Contractors must maintain Workers' Compensation insurance with limits of $1,000,000 per accident and Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. No incumbent vendors or existing contractors are referenced in the solicitation documents. The contract is contingent upon continued funding availability and subject to termination if appropriations are interrupted or amended. No specific award value or budget range is disclosed in the procurement documents; however, the bid price must remain firm for ninety days from the IFB closing date, and THC does not guarantee any minimum or maximum compensation volume under this solicitation.
