About this opportunity

The Texas Parks and Wildlife Department is requesting bids for an enclosed boat storage facility lease in Bridge City, Texas, with bids due June 10, 2026 at 2:00 p.m. Central Time under IFB 802-26-78590.

The scope is a single enclosed garage-style storage facility of approximately 4,000 square feet located within or in close proximity to Bridge City to support emergency response operations to Cow Bayou in Orange County. The facility must feature an open floor plan with a minimum interior height of 14 feet, approximate width of 100 feet, and approximate depth of 40 feet. Minimum door specifications include one 14-foot-high by 12-foot-wide roll-up door and three additional 10-foot-high by 12-foot-wide roll-up doors. Infrastructure requirements include concrete flooring capable of supporting heavy vehicles, an all-weather driveway and apron, freshwater hose bib access, adequate interior and outdoor lighting, a secure gated facility with six-foot security fencing and 24/7 accessibility, and a minimum of one 110-volt power outlet per bay with overhead lighting. The lessor bears all monthly electric and water utility costs and must respond to emergency issues within two hours and non-emergency service calls by the next business day.

The lease term is 24 months beginning September 1, 2026, or upon award, whichever is later, through August 31, 2028, with three one-year renewal options available by mutual agreement under the same terms. Lease payments are made in advance at the beginning of each month except September, which is due by the 15th. The lessor must maintain workers' compensation insurance and commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $5,000,000 aggregate, with 30 days' notice of cancellation required.

TPWD reserves the right to award based on best value, considering lowest price, ability and qualifications, delivery and service schedule, past performance, and location proximity to Bridge City. Bids are binding for 60 business days from the bid due date. Evaluations are expected within 10 days of the deadline. TPWD may terminate for convenience with 60 days' notice or for default with 30 days' notice and opportunity for consultation. Bids may be submitted electronically to Purchasing.BidBox@tpwd.texas.gov or by mail or hand delivery to TPWD's Accounts Payable office in Austin.
