About this opportunity

The Texas Parks and Wildlife Department is requesting bids to lease one residential property within 45 driving miles of Brackettville, Kinney County, Texas, with bids due June 15, 2026 at 2:00 p.m. Central Standard Time.

The property must be an unfurnished single-family house, duplex, or apartment between 1,500 and 2,000 square feet, with a minimum of three bedrooms and two bathrooms. Required features include central heating and air conditioning, washer and dryer hookups, parking for at least two vehicles, and fencing to accommodate large breed dogs up to 100 pounds. The property must comply with all local, federal, and state housing standards. TPWD reserves the right to conduct site inspections and reject properties based on neighborhood crime rates, building conditions, cleanliness, pest presence, odors, or unsafe or unsanitary conditions.

The initial lease term is 24 months, commencing May 15, 2026 or upon award, whichever is later, and extending through April 30, 2036. The lease may be renewed for up to four additional two-year periods under the same terms and conditions by mutual agreement. Upon renewal, price escalations are permitted if the vendor provides written notice to TPWD's Contracting Section prior to renewal, with increases calculated according to the Consumer Price Index published by the United States Bureau of Labor Statistics, using the index from the month of award as the baseline. Lease payments are made monthly in advance, except for September, which is payable by the 15th of that month due to fiscal year funding procedures.

TPWD prefers all utilities—electric, water, sewer, gas, and trash—to be included in the monthly rental price, with the lessor specifying which utilities are included. The lessor must maintain insurance coverage including workers compensation and commercial general liability with limits of $500,000 general aggregate and $1,000,000 bodily injury and property damage per occurrence, with certificates due within ten days of contract award. The lessor must respond to routine maintenance requests within 24 hours and emergency requests within four hours, and must thoroughly clean the property prior to occupancy. TPWD may terminate for convenience with 60 days' written notice or for default with 30 days' notice.

Respondents must submit signed bid forms, Exhibit A (Price Sheet), Exhibit B (Property Location and Condition), Exhibit C (Company Profile), and Exhibit D (References with a minimum of three references from current or previous tenants).
