About this opportunity
The Texas Parks and Wildlife Department (TPWD) is soliciting sealed bids for the procurement of one new industrial air blower system for the Possum Kingdom Fish Hatchery in Graford, Texas, through Invitation for Bid (IFB) number 802-26-76015. The blower must be cabinet-type with a belt-driven primary system, capable of delivering 640-700 SCFM at 8-10 psig pressure, powered by a 30-40 HP motor, and featuring a 3-lobe rotor or rotary screw drive constructed of steel or cast iron materials. The unit must include weather protection and noise reduction covers, oil baths with sight glass indicators, filters, and manufacturer's standard warranty documentation. The blower is essential for providing consistent and reliable air supply for fish production, development, and maintenance operations at the hatchery. All bids must be submitted in sealed envelopes or via email to Purchasing.BidBox@tpwd.texas.gov by 2:00 PM Central Standard Time on April 7, 2026, with delivery required by August 31, 2026. Pricing shall be quoted on an FOB destination basis with all shipping, handling, fuel surcharges, delivery fees, and tariffs included. TPWD reserves the right to award based on lowest price, ability to meet specifications, delivery capability, and past performance, with the award being made on an all-or-none basis to the respondent offering the best value. Payment will be made within 30 days of invoice receipt through state warrant procedures.
TPWD has established procurement preferences for Texas bidders, service-disabled veteran-owned businesses, Texas-produced goods, energy-efficient products, and environmentally sensitive products. All respondents must comply with state and federal requirements including E-Verify employment verification, debarment certification, tax compliance, and various statutory prohibitions related to boycotts, human trafficking, and critical infrastructure. Vendors must provide new equipment only and are required to acknowledge receipt of Addendum 1, which clarifies that vendors are responsible for determining the specific blower model to meet stated specifications rather than being restricted to referenced models, confirms that any required Variable Frequency Drive (VFD) must be included in the bid submission, and notes that the hatchery property is equipped with a forklift for unloading purposes, eliminating vendor responsibility for unloading arrangements. Bids are binding for 60 business days from the bid due date. No specific budget range or award value is listed in the procurement documents; however, the contract term commences upon issuance and expires upon delivery and acceptance by TPWD.
