About this opportunity

The Texas Parks and Wildlife Department (TPWD) is issuing an Invitation for Bid (IFB) for the lease of an enclosed boat storage facility in Live Oak County, Texas, in close proximity to Choke Canyon Reservoir and Lake Corpus Christi. The procurement seeks a single enclosed garage-style storage facility of approximately 3,120 square feet featuring an open floor plan with a minimum 14-foot ceiling height, dimensions of approximately 39 feet wide by 80 feet deep, four adjacent garage-style roll-up doors (minimum 12 feet high by 12 feet wide each), concrete flooring capable of supporting heavy vehicles and boats, a minimum of one 110-volt power outlet, and adequate overhead lighting. The 36-month lease term will commence May 1, 2026, or upon award, whichever is later, extending through April 31, 2029, with two optional one-year renewal periods available by mutual agreement. Monthly lease payments are due in advance at the beginning of each month, with September payment due by the 15th; the lessor must cover all monthly electric and water utility costs. The facility must be a secure, gated facility with 24/7 accessibility, adequate indoor and outdoor dusk-to-dawn lighting, and the lessor must respond to emergency issues within two hours and non-emergency service calls by the next business day. The lessor must provide commercial general liability insurance with limits of $500,000 per occurrence and $1,000,000 aggregate, along with workers' compensation insurance and a Certificate of Insurance within ten days of award. TPWD reserves the right to conduct site inspections and may reject locations based on neighborhood crime rates, building conditions, cleanliness, pest control issues, or other unsanitary or unsafe conditions. Award will be based on factors including lowest price, best value, ability and experience, delivery and service schedule, past performance, and location proximity to the specified area. Bids are due at 2:00 PM CST on April 2, 2026.

No subcontracting opportunities are available for this procurement. The state may apply various preference criteria for Texas bidders, historically underutilized businesses, service-disabled veteran-owned businesses, and environmentally sensitive or recycled products, and may consider vendor performance history through the Texas Comptroller's Vendor Performance Tracking System. No incumbent vendor or budget range is specified in the procurement documents provided, though the specific lease value will be determined through the competitive bid process based on the monthly rental rate submitted by qualifying bidders.
