About this opportunity
The Texas Parks and Wildlife Department (TPWD) Law Enforcement Division, Region 5 Office, has issued Invitation for Bid (IFB) 802-26-75102-C to procure one complete 18-foot aluminum flat-bottom center console mud boat package, inclusive of a 40-horsepower surface drive outboard motor and an aluminum boat trailer. The boat must be designed for operation in shallow water with light vegetation and conform to 33 CFR Code of Federal Regulations Part 183 and United States Coast Guard flotation requirements, with specific hull design parameters including an approximately 75-inch beam, 54-inch bottom, and 21- to 24-inch side depth constructed from 0.125-gauge 5086 marine-grade aluminum. The outboard motor must feature a V-twin big block air-cooled engine with power trim and tilt, reverse remote steer capability, and a 1.52 to 1 gear ratio, while the trailer must be constructed of aluminum or galvanized material with mechanical tongue-mounted jack, waterproof LED lighting meeting Texas Department of Transportation standards, and mechanical winch for launching and recovery. Bidders must be actively licensed marine dealers, manufacturers, or manufacturer's authorized distributors of the boat make and model, and all items must be new equipment, fully assembled as a single unit, and delivered with manufacturer's standard warranty. Bids are due by 2:00 PM Central Standard Time on June 2, 2026, and must be submitted via email to Purchasing.BidBox@tpwd.texas.gov or mailed to TPWD Purchasing and Contracting at 4200 Smith School Road, Austin, TX 78744. Delivery is estimated within a specified number of calendar days after receipt of order to San Antonio, Texas, with FOB destination and all shipping charges included in unit prices; however, TPWD requests a delivery quote line-item option as the agency may arrange pickup. Award will be made on a best-value basis considering lowest price, ability and qualifications, delivery/service schedule, and past performance, with responses binding for 60 business days from the bid due date.
No set-aside designations for disadvantaged enterprises or socioeconomic categories are explicitly mentioned in the solicitation documents. However, the procurement includes standard Texas state requirements mandating compliance with accessibility standards, debarment certifications, E-Verify utilization for all employees and subcontractors, and adherence to iron and steel manufacturing requirements under Texas Government Code. Bidders must submit line-item pricing for each component (boat, motor, trailer, and delivery fee) for property reporting purposes, and the contractor is responsible for completing vehicle registration and titling using EXEMPT registration, submitting the original Manufacturer's Statement of Origin and completed TxDMV Form 130U to the TPWD Fleet Manager in Austin. Invoices should be submitted to TPWD Accounts Payable at 4200 Smith School Road, Austin, Texas 78744, with payment normally made within 30 days of receipt of a properly prepared invoice and acceptance of goods. A pre-delivery inspection will be conducted at the vendor's facility, with TPWD covering staff travel expenses for the initial inspection; however, the vendor is responsible for travel expenses associated with any additional inspections required to address specification compliance issues. No specific budget range or award value is listed in the solicitation, and no incumbent vendors or current contractors are identified.
