About this opportunity
The Texas Parks and Wildlife Department (TPWD) is soliciting competitive bids through an Invitation for Bid (IFB) for routine maintenance services on two MAN Marine Diesel Engines (Model D2876LE423) installed on the PV Captain Williams Long Range Patrol Vessel at Galveston Yacht Basin. The scope of work includes 1,000 hours of preventive maintenance services encompassing heat exchanger and aftercooler removal and disassembly, raw water impeller replacement, valve adjustment, cooling system maintenance, belt replacement, and full sea trials with MAN diagnostic software data recording. The contract shall commence upon award and continue through August 31, 2027, with potential for two additional one-year renewal periods contingent upon funds availability and vendor performance. Work is scheduled Monday through Sunday from 8:00 AM to 5:00 PM Central Standard Time, with all advancement subject to TPWD Project Manager approval. Bids are due by 2:00 PM Central Standard Time on March 31, 2026, with an optional site inspection available at Galveston Yacht Marina by contacting Fred Ruiz at (409) 739-6574. Award will be made on an all-or-none basis to the respondent offering the best value to TPWD based on lowest price, qualifications and experience, delivery/service schedule, and past performance. Required submittals include the signed and dated IFB form, Exhibit A (Company Profile), Exhibit B (Equipment List), and Exhibit C (Past Projects with References). Contractors must be MAN Certified Mechanics with a minimum of three years of experience in the specified services; start-up businesses are not eligible. Additionally, contractors must procure and maintain comprehensive insurance coverage including Workers' Compensation (if applicable), Commercial General Liability ($1,000,000 aggregate), and Automobile Liability ($500,000 combined single limit), with the State of Texas named as an additional insured.
No set-aside designations or restrictions for disadvantaged enterprises are identified in this solicitation. However, all bidders must comply with standard Texas state procurement regulations, federal contract provisions including Clean Air Act and Federal Water Pollution Control Act compliance, E-Verify employment verification requirements, and multiple state and federal certifications regarding debarment status, tax compliance, and prohibition on certain foreign investments. No incumbent vendor or existing contractor is listed, and the solicitation does not identify integration with existing technology or infrastructure beyond the requirement to utilize MAN diagnostic software during sea trials. The contract value or budget range is not disclosed in the available documentation. TPWD reserves the right to terminate the contract for convenience with 30 days' written notice or for cause upon written notice of default with an opportunity to cure. Invoices should be submitted to accounts.payable@tpwd.texas.gov with payment normally processed within 30 days of receipt of a properly prepared invoice.
