About this opportunity
The Texas Parks and Wildlife Department (TPWD) issued an Invitation for Bid (IFB) for the procurement of one custom-built airboat package with integrated engines and propellers, one boat trailer, and optional accessories. The airboat must be approximately 20 feet in length and 8 feet in width with aluminum construction, featuring a minimum 600 horsepower V8 or V6 engine, dual rudders, LED lighting systems, comprehensive instrumentation, and marine-grade seating for five adults. The boat trailer must include tandem axles, disc brakes, a minimum 7,000-pound load capacity, carpeted bunk boards, and LED lights compliant with Texas Department of Public Safety requirements. Optional accessory items include dual power poles, communication headsets (four sets), and a GPS navigation unit, with separate pricing required for these items. All bids must be received by 2:00 PM Central Time on March 25, 2026, and must remain binding for 60 business days from the bid due date. TPWD will award the contract to the respondent offering the best value, considering lowest price, boat design and safety, ability and qualifications, delivery schedule, and past performance. Delivery shall be completed at the TPWD LE Region 5 Office location in San Antonio, Texas, with pre-delivery inspection required at the vendor's facility to verify specification compliance, and final acceptance occurring only after delivery and inspection at the designated location.
Only actively licensed marine dealers, manufacturers, or manufacturers' authorized distributors are eligible to bid, with authorized distributors required to provide documentation of their status. No set-aside designations for disadvantaged enterprises are specified in this procurement. The successful contractor must comply with all specifications in full and provide manufacturer's standard warranty coverage beginning upon TPWD's acceptance of the equipment. Payment will be made within 30 days of receipt of a properly prepared invoice or acceptance of goods, whichever is later, with invoices submitted to TPWD's Accounts Payable office and including the contract number, description, quantities, unit prices, and extended prices. The contract automatically expires upon delivery and final acceptance by TPWD, with no other costs or fees payable unless expressly agreed upon in writing. No specific budget range or award value is listed in the procurement documents.
