About this opportunity
The Texas Parks and Wildlife Department (TPWD) is issuing an Invitation for Bid (IFB) for the purchase of three complete 25-foot fiberglass boat packages, including outboard motors, trailers, and optional accessories for the Law Enforcement Division. Each package consists of one 25-foot fiberglass boat conforming to 33 CFR Part 183 specifications, one 350-horsepower outboard motor with Electronic Fuel Injection and digital gear shift, and one aluminum trailer with tandem axles. Optional accessories available for separate line-item pricing include advanced lighting systems, electronics packages, siren and speaker systems, VHF radios, wireless engine cutoff switches, and power pole anchors. Two complete boat packages are to be delivered to TPWD Law Enforcement Region 2 in Fort Worth, Texas, and one package to Region 7 in Temple, Texas, with all equipment to be new, fully assembled, and include manufacturer's standard warranty coverage. Shipping is F.O.B. destination with all freight charges and delivery costs included in unit prices, though TPWD reserves the option to arrange pickup from vendors in close proximity. All bids must be submitted by 2:00 PM Central Standard Time on April 22, 2026. Evaluation will be conducted on the basis of lowest line-item bid, lowest total of all line items, or any other combination serving the state's best interest, and TPWD reserves the right to reject any bid items in its sole discretion.
Bidders must be actively licensed marine dealers, manufacturers, or manufacturer's authorized distributors, with documentation required for the latter qualification. A predelivery inspection will be conducted at the awarded vendor's facility at TPWD's expense for the initial inspection, with the vendor responsible for any additional inspection costs if specification compliance issues are identified. Payment will be made within 30 days of receipt of a properly prepared invoice and acceptance of goods. No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is identified in the solicitation. Optional accessories may be awarded in part, in whole, or not at all based on fund availability at the time of award. The specific budget or award value is not disclosed in the IFB documentation.
