About this opportunity
Texas Tech University Health Sciences Center (TTUHSC) is issuing an Invitation for Bid (IFB) to procure specialized medical training models manufactured by Paradigm Medical System. The solicitation encompasses five line items: two Charlie and His Mum OB Trainer Sets (one in LS configuration and one in DS configuration), two Sophie and Her Mum Full Birth Trainers (one in LS configuration and one in DS configuration), and four Sophie Accessories kits containing PPH and MRP components. All goods must be new, unused, and in first-class condition, with delivery required to TTUHSC's Dallas location at 5920 Forest Park Road, 6th Floor. Qualified vendors must submit three client references, provide delivery estimates in weeks from order receipt, and submit quotation documentation suitable for order placement. Bids are due by 4:30 PM Central Time on June 10, 2026, with submission preferred through the TechBid online system at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=TexasTech or by mail to the TTUHSC Purchasing Office in Lubbock, Texas. All bids must remain valid for a minimum of ninety days following the bid opening date. Questions regarding the IFB must be submitted in writing to the Solicitation Manager by May 22, 2026. Evaluation criteria include threshold requirements for Historically Underutilized Business (HUB) compliance and purchases from persons with disabilities, followed by scored criteria encompassing cost, bidder reputation, quality, meeting of TTUHSC's needs, past relationship history, and total long-term acquisition cost.
The solicitation includes set-aside designations and preferences for Historically Underutilized Businesses (HUB) and businesses owned by persons with disabilities as part of TTUHSC's Policy on Utilization of Historically Underutilized Businesses. A VetHUB Subcontracting Plan is required if expected expenditures exceed $100,000. Pricing must be quoted on a per-unit basis with unit prices governing in case of extension errors, and sales tax and federal excise tax should not be included in quotations. TTUHSC reserves the right to award based on the low line item bid, low total, or any combination serving its best interests, and may extend any resulting contract up to three months at its sole discretion. The contract is subject to availability of federal or state funds and may be terminated without penalty if appropriations are revoked or legislative changes occur. All products are subject to inspection and testing, with any goods failing to meet specifications resulting in the bidder bearing sample and testing costs. No budget range or award value is specified in the solicitation documents.
