About this opportunity

Texas Tech University Health Sciences Center (TTUHSC) has issued a Request for Proposals (RFP 739-SL3800457) for custom synthesis services of Antibody-Drug Conjugates (ADCs) utilizing a proprietary, patented c-MYC inhibitor payload. The procurement seeks qualified firms capable of designing, synthesizing, and characterizing ADCs through payload integration, linker selection and optimization, conjugation chemistry, and purification processes to achieve high monomeric purity. Deliverables include the synthesized ADC product in stable buffer format, a comprehensive Certificate of Analysis with Drug-to-Antibody Ratio (DAR) analysis, purity profiles, identity confirmation via mass spectrometry, and a final project report detailing synthetic routes and storage recommendations. The RFP is organized into three project phases: Phase 1 (feasibility and strategy design), Phase 2 (small-scale pilot synthesis and characterization), and Phase 3 (scale-up and final delivery). The evaluation criteria are weighted as follows: Proposer's Pricing Proposal (30%), Proposer's Experience and Reputation (20%), and Proposer's Product/Service Specifications (50%). The deadline for written questions is May 12, 2026, with proposals due by 4:30 PM Central Time on May 26, 2026. The anticipated contract term begins upon execution and expires on August 31, 2027, with one optional one-year renewal period through August 31, 2028. Proposers must meet minimum requirements including current compliance with the State of Texas Comptroller of Public Accounts, evidence of necessary certifications and permits, TX-RAMP compliance as required, and certifications regarding foreign ownership and control.

A HUB Subcontracting Plan is required as part of the proposal submission. TTUHSC reserves the right to award to multiple vendors, reject any or all proposals, or reissue the solicitation if fewer than three proposals are received. The RFP allows for optional oral presentations or interviews at the evaluation team's discretion and contemplates negotiation with proposers within a competitive range. No specific incumbent vendor or budget value has been listed in the solicitation documents. The resulting agreement will be subject to Board of Regents approval and may require Ethics Commission Reporting (Form 1295) if the contract value reaches $1 million or requires governing body action. Payment terms are standard Net 30 days, and proposers must submit pricing in a format suitable for TTUHSC's intended use.
