About this opportunity
Texas Southern University's Procurement Services has issued an Invitation to Bid (ITB) for an AI-Powered Clinical Learning and Remediation Platform to support student learning and clinical skill development across the university's health sciences programs. The vendor must provide an artificial intelligence-driven platform featuring an AI tutor capable of delivering personalized instruction, adaptive remediation pathways, real-time performance-based feedback, board-style practice questions, and clinical case scenarios aligned with pharmacy and health professions curricula. Key deliverables include clinical reasoning skills development through simulated AI patient interactions, case-based learning modules, comprehensive onboarding, system configuration, faculty training, and ongoing technical support. The platform will be evaluated based on proposed costs, contractor business stability, quality and reliability of goods and services, delivery terms and transition plan, and indicators of probable contractor performance. The contract will operate on a three-year term with itemized pricing required for each year and a grand total for the entire contract period. Bidders must submit one original and one copy of their response along with a digital copy on flash drive, with prices guaranteed as firm pricing for ninety days and a certified fixed, maximum percentage of escalation for both initial and subsequent contract terms. The deadline for bid submission is 11:00 a.m. Central Time on Wednesday, May 6, 2026, with inquiries due by Tuesday, April 28, 2026, at 12:00 p.m. Central Time. No pre-submittal conference or site walkthrough is scheduled.
Vendors responding with bids exceeding $100,000 must submit a Texas House Bill 1295 certificate for Interested Parties unless they qualify as a publicly traded company. All bidders must comply with standard Texas Southern University terms and conditions, including certification of non-debarment status, tax clearance, drug-free workplace compliance, E-Verify requirements, and possession of all necessary licenses and certifications. Bidders must also affirm compliance with antitrust laws, child support obligations, and terrorist financing restrictions, and certify they have not employed former TSU executive heads within four years. The procurement document does not specify an incumbent vendor or existing platform requiring integration. Payment terms are net 30 days from receipt of goods or invoice, with TSU exempt from state sales tax and federal excise tax. All work products and intellectual property developed under the contract become the exclusive property of TSU. The university reserves the right to award to multiple vendors and to terminate the contract with thirty days written notice, and all responses are subject to public disclosure under the Texas Public Information Act following contract award.
