About this opportunity

This Request for Qualifications (RFQ) is issued by Texas Southern University (TSU) on behalf of the State of Texas to procure a full-time Accessibility Compliance Officer (ACO)/ADA Coordinator position for a 12-month term beginning upon execution, with two optional single-year renewal periods. The position requires comprehensive institutional compliance oversight for disability access under Section 504/503/508 and ADA Title I & II requirements, including management of the Student Accessibility Services Office (SASO), policy development, campus accessibility coordination, employee accommodations, technology accessibility, training delivery, grievance resolution, and continuous compliance monitoring. Minimum qualifications require a master's degree in Human Services, Counseling, Higher Education Administration, Disability Services, Human Resources, Public Administration, or a related field, plus a minimum of five years of demonstrated ADA Coordinator experience with institutional compliance responsibility, preferably in higher education; ADA Coordinator Certification is preferred but not required. Evaluation will be conducted by a committee applying two equally weighted criteria: Experience of the Firm or Person (50 percent) and Qualifications of Personnel (50 percent). Qualifications submissions are due by 11:00 a.m. Central Time on Monday, April 13, 2026, with the deadline for submitting written questions on Monday, April 6, 2026; no pre-bid meeting is scheduled. Respondents must submit one paper copy and a flash drive version containing an introduction letter, table of contents, responses to the two criteria tabs, executed Exhibit A, and any addenda, with all submissions becoming TSU property and non-returnable.

The RFQ does not identify any specific set-aside designations or restrictions limiting the types of organizations that can respond, nor does it reference disadvantaged enterprise requirements or preferences. No incumbent vendors, current contractors, or existing infrastructure integration requirements are noted in the documentation. The procurement is qualifications-based with no specific pricing identified, and salary is indicated as commensurate with experience; therefore, no award value or budget range is specified in this RFQ. TSU reserves the right to award without negotiations or requests for best and final offers (BAFO), and makes no guarantee of negotiation opportunities with responding firms or individuals.
