About this opportunity

The Texas Education Agency (TEA) in coordination with the Texas Department of State Health Services (DSHS) is requesting proposals for a Software-as-a-Service (SaaS) solution to collect and report student vision screening data across Texas public schools, with responses due July 20, 2026, at 2:00 p.m. Central Time through the Euna Procurement (Bonfire) portal.

All contractors must submit a Historically Underutilized Business (HUB) Subcontracting Plan targeting 5% service-disabled veteran-owned business participation and requiring good faith efforts to solicit a minimum of three Texas-certified HUBs. The vendor must be TX-RAMP Level 2 certified prior to contract execution.

The solution must be a commercial off-the-shelf platform replacing fragmented data collection methods currently used by over 1,200 Local Education Agencies. Core requirements include standardized vision screening workflows, offline functionality, batch data entry capability, integration with the Texas Student Data System (TSDS) Unique ID, and comprehensive reporting aligned with Vision, Hearing, and Spinal Screening Survey (VHSSARS) requirements and Texas Administrative Code 25 TAC Chapter 37. The vendor must integrate with TEA Login (TEAL) for single sign-on and role provisioning, operate in low-bandwidth environments, meet WCAG 2.1 Level AA accessibility standards, comply with FERPA and HIPAA requirements, and host the solution in compliance with Texas Department of Information Resources (DIR) Data Center Services requirements. Service level agreements must define uptime (99.9%), security breach detection and containment, critical patching timelines, and defect resolution with liquidated damages for failures. All project work must use TEA-approved tools including Microsoft 365 and Jira-based project management; all deliverables, code, and data are owned by the State of Texas.

The contract term spans two state fiscal years commencing October 2026, with anticipated statewide launch by August 1, 2027, and a post-launch stabilization period through October 31, 2027. Pricing must be submitted as fixed-price with detailed pricing tied to specific tasks and deliverables, with monthly invoicing aligned to sprint completion. TEA will retain 10% of total contract value until acceptance of Sprint 12 (Final Report). Written questions are due June 24, 2026, with final answers published July 2, 2026. Notice of Intent to submit is preferred by July 9, 2026.
