About this opportunity
The Texas Department of Transportation (TxDOT) Waco District is requesting offers for a MioVision Core DCM Wireless Telemetry and sensor platform with detection and counts hardware under RFO 601440000053097, with responses due June 17, 2026 at 3:00 PM Central Time. This is a readvertisement and a proprietary procurement under Texas Government Code 2155.067; TxDOT encourages responses from all qualified vendors capable of meeting the specified requirements.
The scope comprises four units each of the following items: the wireless connectivity and telemetry platform with detection hardware and cloud-based incident detection and management; detection system for vehicle presence and pulse detection; traffic video camera with 35x optical zoom and 360-degree pan-and-tilt (IP 67 rated); heated camera bell assembly; pendant camera mount with 120-inch galvanized cable; and Pelco mounting video detection camera assembly. The Miovision Core DCM unit is a compact modular platform featuring a quad-core ARM A57 processor at 1.43 GHz, NVIDIA Volta GPU with 512 cores, LTE Cat 4 cellular connectivity (specified bands), GPS/GLONASS, Wi-Fi (5-in-1 antenna system), extensive Ethernet and serial connectivity options, 240GB solid state drive (960GB available), operating range −30°F to 165°F, IP67 rating, and NEMA TS-2 compliance with FCC Part 15 Class A, PTCRB, and security certifications (TPM, RSA 2048-bit, AES 128, SHA 256).
Service location is TxDOT Waco District at 100 South Loop Drive, Waco, TX 76704, with delivery required between 8:00 AM and 5:00 PM Monday through Thursday, excluding state and federal holidays. Pricing must be firm, all-inclusive, fixed-price F.O.B. destination with all shipping, handling, and delivery fees included in unit prices. Evaluation is best-value with scoring weighted: respondent's approach to meeting specifications (50 points), lead time (10 points), and pricing (40 points). If discussions occur with down-selected respondents, revised scoring allocates 60 points to revised approach and lead time and 40 points to revised pricing. Questions were due June 5, 2026, with responses posted by June 10, 2026. Tentative contract award date is August 12, 2026. Respondents must comply with Texas Administrative Code Rule 34TAC 20.306 preferences (Texas-produced, service-disabled veteran-owned, recycled materials, energy efficiency) and must include a completed Texas Family Code Schedule. The solicitation includes an Artificial Intelligence policy requiring 45 days' advance notice of any AI functionality changes and authorizing TxDOT to cancel without penalty if AI fails to comply with its policy.
