About this opportunity

The Texas Department of Transportation (TxDOT) has issued an Invitation for Bid (IFB) numbered 601440000052666 for the procurement of Original Equipment Manufacturer (OEM) replacement parts for a Cincinnati Shear machine located at TxDOT's Production Shop in Austin, Texas. This solicitation seeks qualified vendors to supply 23 specified replacement parts including ball bearings, roller bearings, oil seals, gaskets, clutches, springs, sleeves, bushings, screws, plates, nuts, covers, flexible shafts, and piston head repair kits, with quantities ranging from single units to 15 units per line item. All materials must be in current production, of quality condition, and warranted against defects for a minimum of 12 months covering 100 percent parts and labor commencing upon TxDOT's acceptance. Pricing must be submitted on a firm, fixed, all-inclusive basis with unit prices including freight prepaid and delivered F.O.B. destination to 5501 FM 973, Austin, TX 78724, between 8:00 AM and 3:30 PM, Monday through Friday. Responses are due by April 16, 2026, at 3:00 PM Central Time, with a tentative contract award date of April 30, 2026. Award will be made to the vendor providing the best value based on lowest price and ability to meet specifications in accordance with TxDOT Terms and Conditions. All responses must be submitted electronically through the Euna Procurement system and must include a signed Execution of Bid, Pricing Schedule, Texas Family Code Schedule, and acknowledgment of any addenda.

This solicitation is advertised as proprietary under Texas Government Code 2155.067, with TxDOT believing the requested items are specific to one provider; however, all qualified vendors meeting exact specifications are encouraged to respond. Vendors must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) and have appropriate NIGP classifications to participate in TxDOT bidding opportunities. No set-aside designations for disadvantaged enterprises, HUB subcontracting plans, performance bonds, or security requirements are applicable to this solicitation. Insurance requirements are also not applicable. The solicitation does not identify an incumbent contractor or specify a contract budget value; however, the specification document notes that miscellaneous parts not currently listed on the pricing schedule are limited to a maximum of $10,000 under this contract. Quantities listed in the solicitation are estimates only, and TxDOT will order only amounts necessary to satisfy operating requirements without exceeding the aggregate contract amount unless additional funds are allocated. The successful respondent may be required to attend a post-award meeting within 10 business days of award notification.
