The Texas Department of Transportation (TxDOT) has issued Invitation for Bid (IFB) No. 601440000051885 for the purchase of one Loaded Wheel Asphalt Testing System for the Materials and Tests Division. This is a firm, fixed-price, all-inclusive procurement with F.O.B. destination, freight prepaid and included in the unit price. The equipment must be delivered to the Materials and Tests Division located at 6230 E. Stassney Lane, Austin, Texas 78744, between 8:00 AM and 5:00 PM Monday through Friday, excluding state and federal holidays. Bidders must submit responses through the Euna Procurement system (https://txdot.bonfirehub.com/) by March 4, 2026, at 3:00 PM Central Time, with the deadline for submission of questions being February 24, 2026, and TxDOT's response to questions posted by March 2, 2026. The solicitation opened on February 18, 2026, and a tentative contract award is scheduled for March 10, 2026. TxDOT will evaluate responses based on lowest price and the respondent's ability to meet specifications in accordance with TxDOT Terms and Conditions, considering factors such as installation costs, life cycle costs, quality and reliability, delivery terms, and vendor past performance. Responses must include a signed Bid Table, Execution of Bid, Texas Family Code Schedule, and Acknowledgement of Associated Addenda if applicable, and all respondents must certify compliance with numerous state and federal requirements including nondiscrimination provisions, antitrust laws, human trafficking prohibitions, and other statutory affirmations.
There are no specific set-aside designations or restrictions limiting the types of organizations that may respond to this procurement; however, bidders must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) with applicable NIGP class and item codes correctly selected to receive bidding opportunities. Respondents must certify compliance with child support obligation requirements under Texas Family Code Section 231.006 and provide ownership and identification information for individuals or business entities holding at least twenty-five percent ownership interest. Bid preferences may be available for Texas-produced supplies and materials, agricultural products, USA-produced goods, service-disabled veteran-owned businesses, and environmentally sensitive products, which may be applied as tie-breakers. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific budget range or award value is disclosed in the procurement materials provided. All successful respondents must obtain and maintain specified minimum insurance coverage including Workers' Compensation, Commercial General Liability with minimum limits of $600,000 per occurrence, and Commercial Automobile insurance with minimum combined single limits of $600,000, and must submit a Certificate of Insurance on TxDOT Form 1950 at least one business day prior to beginning work. TxDOT reserves the right to terminate the contract for convenience with 30 calendar days' written notice, and responses are irrevocable for 120 calendar days following the solicitation opening.
