About this opportunity

The Texas Department of Transportation Lubbock District is requesting bids on cleaning and debris removal services at three stormwater pump stations in Lubbock, Abernathy, and Hale Center, Texas under IFB 601340000065998, with bids due June 16, 2026 at 3:00 PM Central Time.

The scope covers removal of standing water and debris from rainwater vaults and grit traps at three locations: 1628 Interstate 27 in Lubbock; Interstate 27 and Main Street in Abernathy; and 702 Ave E in Hale Center. Respondents must submit unit prices for each of the three pump station locations on a firm, fixed-price basis, all-inclusive and F.O.B. destination with freight prepaid and included in unit prices. A zero-dollar unit price or missing pricing for any location renders the response non-responsive. Respondents must complete and return a pricing schedule in Excel format.

Award will be made to the lowest-price responsive and responsible bidder. Respondents claiming applicable Texas preferences must identify them on the Execution of Proposal form. The scope includes seven optional preference categories: supplies or services produced in Texas; agricultural products; USA-produced goods; products from formerly contaminated properties; offerings from economically depressed areas; business-owned goods from service-disabled Texas veterans; and six source-and-specification preferences including products from persons with disabilities, air quality standards, computer recycling programs, nutritional foods, recycled materials, energy-efficient products, rubberized asphalt, and recycled motor oil.

All respondents must register on the Texas Comptroller of Public Accounts' Centralized Master Bidders List (CMBL) and select applicable NIGP codes. Submissions are through the Euna Procurement system (https://txdot.bonfirehub.com/). Respondents must provide a Texas Family Code Schedule certifying child support obligation eligibility, vendor qualifications and experience with minimum two professional references, vendor personnel qualifications and experience documentation, and proof of insurance (Workers' Compensation with Waiver of Subrogation, Commercial General Liability with $600,000 minimum each occurrence, and Commercial Automobile Insurance with $600,000 combined single limit). Questions are due June 5; TxDOT responses post by June 9. Tentative award date is June 30, 2026. Contact TxDOT Procurement Officer Noe Hernandez at Noe.Hernandez@txdot.gov or 432-837-7816.
