About this opportunity
The Texas Department of Transportation (TxDOT) Abilene District is soliciting bids for the procurement of two complete NEMA Traffic Signal Cabinet Assemblies equipped with Econolite Cobalt Controllers and associated accessories under Invitation for Bid (IFB) No. 601340000065543. Each cabinet assembly consists of a one-door NEMA TS2-2 Size 6 Cabinet with an integrated Econolite Cobalt Controller, Malfunction Monitoring Unit (MMU2-16LEIP), 5-amp power supply, four EDI Model 700 BIU units, sixteen PDC Model SSS-86-3 loadswitches, one PDC Model SSF-86-3 flasher, operator's manual, and LED cabinet light with powder-coated white interior finish. The specification requires a full-actuated solid state traffic signal controller unit with diamond intersection operation capabilities, featuring 16-phase TS-2 controller functionality with Time-Based Coordination, railroad/fire emergency vehicle preemption, closed-loop secondary operation, and NEMA TS-2 2003 standards compliance with full NTCIP protocol implementation. The cabinet assembly must utilize either size 5 or size 6 aluminum construction with thermostatically controlled dual-fan cooling systems, comprehensive internal wiring with surge protection devices, RFI filters, and solid-state relay controls, with hardware dimensions not exceeding 305mm high by 440mm wide by 305mm deep. Bidders must submit responses electronically through the Euna Procurement system at txdot.bonfirehub.com by May 29, 2026, at 3:00 PM Central Time, with written questions due by May 19, 2026, and TxDOT responses posted by May 21, 2026; the tentative contract award date is June 30, 2026. Evaluation will be based on lowest price and the respondent's ability to meet specifications in accordance with TxDOT Terms and Conditions, with all pricing submitted on a firm, fixed-price basis with F.O.B. destination freight prepaid and included in unit prices. Delivery must be made to the TxDOT Abilene District at 4250 North Clack, Abilene, TX 79601 between 8:00 AM and 5:00 PM Monday through Thursday, excluding state and federal holidays, and warranty repair timelines are established at no longer than 18 calendar days from receipt.
All respondents must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) and maintain Texas Risk and Authorization Management Program (TX-RAMP) Level 2 Certification, and must submit a completed TxDOT Security Questionnaire and Voluntary Product Accessibility Template (VPAT) within seven business days of request. TxDOT has implemented a preference system for bid awards that prioritizes supplies, materials, or equipment produced in Texas or by Texas bidders, followed by USA-produced goods, products from economically disadvantaged areas, service-disabled veteran-owned businesses, goods from persons with disabilities, environmentally sensitive or recycled materials, energy-efficient products, and rubberized asphalt paving materials. Bidders must complete and return the Execution of Bid form, Texas Family Code Schedule certification, and Acknowledgement of Addenda with their proposals; failure to submit these documents results in the bid being deemed non-responsive. Respondents must certify compliance with state and federal laws, including anti-trust laws, anti-corruption statutes, counterintelligence requirements, and terrorism financing restrictions as verified through SAM.gov, and acknowledge that state agency funds are subject to audit by the state auditor. This is an indefinite supply contract with no minimum quantity guarantees or performance bonds required; no specific budget values are listed in the solicitation materials, and pricing will be determined through competitive bidding. The solicitation is advertised as proprietary under Texas Government Code 2155.067 as TxDOT believes the requested items are specific to one specification; however, responses from all qualified vendors are encouraged.
