About this opportunity

The Texas Department of Transportation (TxDOT) issued Invitation for Bid (IFB) No. 601330000045974 on April 15, 2026, for the procurement of GS3 Processors with TS2 Module for the Bryan District Traffic Operations facility located at 2591 North Earl Rudder Freeway, Bryan, TX 77803. The solicitation requests six units of the proprietary GS3 Processor (Part #: GS3-SYS), a computer vision detection system manufactured by Cubic Transportation Systems, Inc., designed to power bell cameras and detect, track, and classify objects for traffic signal and transportation applications. The GS3 Processor is a rugged device measuring 8.5 inches by 12.5 inches by 3.5 inches, weighing 14 pounds, with multiple detector input/output interfaces (TS1, TS2, 170/2070, or ATC/ITS compatibility), comprehensive connectivity options including USB 3.0, WAN, Ethernet ports with Passive POE, and LTE modem capability, operating on 120/240 VAC at 50/60 Hz with NEMA TS2 environmental standards and temperature tolerance from -29°F to 165°F. Bidders must submit responses through the Euna Procurement system (txdot.bonfirehub.com) by April 29, 2026, at 3:00 PM Central Time, with a deadline for question submission on April 17, 2026, and TxDOT responses to questions posted by April 22, 2026. Pricing must be submitted on a firm, fixed, all-inclusive basis with F.O.B. destination terms, freight prepaid and included in unit prices, excluding state and local sales taxes and federal excise taxes. Award will be made to the vendor providing the best value based on lowest price and ability to meet specifications, with a tentative contract award date of May 6, 2026, and delivery required between 8:00 AM and 4:00 PM Monday through Thursday, excluding state and federal holidays.

Respondents must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) to submit bids and may declare eligibility for optional preference claims under Rule 34TAC 20.306, including preferences for Texas-based production, service-disabled veteran ownership, recycled materials, energy efficiency, and other environmental or social criteria. All bids must include executed documentation including the Execution of Bid form, Texas Family Code Schedule certifying child support obligation compliance, Addenda Acknowledgement, and any applicable certifications; failure to provide complete documentation will render responses non-responsive. Bidders must comply with extensive regulatory requirements including certification of non-debarment status, exclusion from federal terrorism watch lists, compliance with Executive Order 13224, anti-trust and anti-collusion attestations, and Title VI nondiscrimination assurances. The solicitation does not specify incumbent vendors or a contract award value; however, TxDOT reserves the right to obtain products from other sources and provides no minimum quantity guarantees. All bid responses remain irrevocable for 120 calendar days following the solicitation closing date, and the State Auditor may conduct audits or investigations of vendors and their subcontractors, with any state debt owed by respondents subject to offset against contract payments.
