The solicitation seeks a Thermal Desorption Automated Gas Chromatograph with Flame Ionization Detection (TD/AutoGC/FID) system capable of monitoring 56 target volatile organic compounds in ambient air for Photochemical Assessment Monitoring Stations (PAMS). The system must integrate with existing TCEQ data systems, including the Data Acquisition System (DAS) and AutoGC Oracle database, operate with Windows 11 or greater, and include manufacturer's standard parts and accessories. All equipment must be new, of current production, and shipped FOB Destination Prepaid to Orsat at 1416 East Southmore Avenue, Pasadena, Texas, 77502. The system must be accompanied by a manufacturer's warranty providing complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance, with technical support available to TCEQ staff between 8 a.m. and 5 p.m. Central Standard Time, Monday through Friday, by telephone and electronic mail throughout the warranty period.
Bid responses must be submitted on the designated fillable RFB form with firm unit pricing valid for 30 days from bid opening, and delivery is required within 14 calendar days unless otherwise specified. Pricing must be quoted F.O.B. destination with freight prepaid and allowed, and state sales tax and federal excise tax are exempt and should not be included in bids. Bidders must certify compliance with numerous state and federal statutes, including antitrust laws, child support obligations, human trafficking prohibitions, conflicts of interest, Israel non-boycott requirements, Iran and Sudan sanctions compliance, critical infrastructure protections, firearm entity non-discrimination, and COVID-19 vaccine passport prohibitions. All vendors must maintain cybersecurity training compliance, business continuity plans for 72-hour disaster recovery, and comply with specified TCEQ security controls and prohibited technologies requirements. The TCEQ reserves the right to award on the basis of low line item bid, low total, or any combination serving the state's best interest and may extend any resulting contract up to three months at its sole discretion. All resulting contracts are subject to termination for cause or at the convenience of the state with 30 days' notice, non-appropriation of funds, and the Texas Public Information Act. The specific budget or award value for this procurement has not been disclosed in the available solicitation documents.
