About this opportunity

The Texas Water Development Board (TWDB) has issued a Request for Qualifications (RFQ) to procure technical services for conveyance coordination implementation. This procurement seeks to develop comprehensive technical standards, best management practices, and general guidance for designing and constructing water transportation infrastructure. Key deliverables include guidance and best practices for standardization of specifications, materials, and components; standards ensuring interconnectivity and interoperability between different water transportation systems; and mechanical and technical standards for integrating water from projects into supply systems or transportation infrastructure. Qualified respondents must demonstrate extensive knowledge of water resources, water conveyance, utilities, and construction, along with documented experience writing technical standards and manuals, reviewing federal and state regulations, negotiating rights-of-way and easements, understanding eminent domain processes, and coordinating with stakeholders. The evaluation committee will score submissions on an 80-point scale based on demonstrated competence across eight categories, each worth 10 points. The deadline for submitting questions is February 20, 2026, with a Q&A addendum anticipated on March 3, 2026, and responses due March 27, 2026, by 5:00 p.m. The contract runs from execution through February 28, 2027, with deliverable milestones including an outline due May 29, 2026, draft resources due August 31, 2026, final resources due November 30, 2026, and project closeout required by January 31, 2027.

All respondents must comply with Texas Historically Underutilized Business (HUB) subcontracting requirements and submit a HUB Subcontracting Plan regardless of subcontracting intent. Additionally, contractors must satisfy multiple state certifications and compliance requirements, including cybersecurity training, accessibility standards (WCAG 2.1 Level AA), antitrust compliance, child support obligation verification, E-Verify participation, and various prohibition certifications related to boycotts and discriminatory practices. The contract carries a maximum total project cost of $600,000.00, with revisions requested on an as-needed basis and no guaranteed minimum compensation. All work products become the exclusive property of TWDB, and the contractor must maintain professional liability insurance equal to the full contract award amount. The TWDB reserves the right to reject any or all responses and may negotiate with the next most qualified respondent if initial negotiations are unsuccessful.
