About this opportunity
The Public Utility Commission of Texas is requesting proposals to manage and operate the Audio Newspaper Assistance Program (ANP), a telephone-based service providing blind and visually impaired persons access to newspaper content through synthetic speech technology, with proposals due July 13, 2026 at 10:00 a.m. Central Time. VetHUB participation is a stated subcontracting goal of 26% for proposals exceeding $100,000, which triggers a HUB Subcontracting Plan requirement.
The contractor must establish and operate all aspects of ANP, including acquiring and maintaining hardware, software, and licenses in compliance with 16 Texas Administrative Code 26.424. The service must provide access to at least ten Texas newspapers and national newspapers where available in both English and Spanish; maintain 99% system operationality with proportional monthly payment reductions for shortfalls; offer voice selection options and call features during business hours (8:00 a.m.–5:00 p.m. CST, Monday–Friday); and implement a comprehensive marketing plan. The contractor assumes responsibility for content acquisition, user registration and seven-year record retention, monthly and quarterly reporting on system performance and marketing efforts, and end-of-contract transition services. Current registered-user base stands at approximately 6,251 with 272,064 call minutes recorded from September 2025 through January 2026.
Proposers must demonstrate a minimum of five years' experience in related services or equivalent experience through key team members. The PUCT will evaluate proposals on Proposal Substance and Methodology (40%), Competence and Knowledge (40%), and Proposed Compensation (20%). Compensation must be proposed as a firm fixed price with detailed justification.
The contract term is four years with no renewal options, beginning September 1, 2026. Post-proposal interviews are anticipated for July 22–23, 2026, with staff recommendation on July 27 and final approval on July 30. Contract negotiations are scheduled for August 1–31, 2026. References, financial capability documentation, and conflict-of-interest certifications are required.
