About this opportunity
The Texas State Board of Public Accountancy is requesting qualifications from CPA consultants to provide professional review and expert services on audit, attest, tax preparation, business valuation, and appraisal work performed by licensed accountants, with proposals due June 12, 2026 at 5:00 p.m. central standard time under RFQ 457-27-002.
Respondents must be Texas-licensed Certified Public Accountants with a minimum of seven years of experience in their area of expertise. The Board will review disciplinary history prior to award. Consultants may apply for one or more subject matter areas—attest work, school district audits, public company audits, tax shelters, tax preparation, business valuations, and appraisals—with potential for separate or combined engagement agreements.
The scope encompasses identifying authoritative literature relevant to investigations, reviewing working papers and materials prepared by other accountants or firms, determining departures from GAAS, GAAP, and other established standards, preparing written reports with findings and conclusions and recommendations, and providing expert witness testimony at hearings and depositions as directed by the Board. Consultants will deliver written reports to Board committees and present findings at committee meetings, informal hearings, and adjudicatory proceedings before the State Office of Administrative Hearings.
The service period runs September 1, 2026 through August 31, 2027, with potential extension by mutual agreement without issuing a new RFQ. The Board expended $5,100 on consulting services during the prior period (September 1, 2025 through May 22, 2026). Compensation is hourly, with rates established in individual consultant contracts using the Board's standard form; the CPA receives 75 percent of the hourly rate for travel time outside the CPA's office address, with reimbursable expenses limited to actual and reasonable travel, lodging, and incidental costs. Contracts are subject to termination at will by the Board with 30 days' written notice.
Proposals must include hourly billing rates by timekeeper status, out-of-pocket expenses, proposed discounts, professional liability insurance limits and carrier names, and disclosure of any relationships with Board members or employees. Submission may be made as printed hard copies or electronically to the General Counsel at 505 E. Huntland Drive, Suite 380, Austin, Texas 78752, or via email to cjones@tsbpa.texas.gov. Selection will be made by the Board based on demonstrated competence and qualifications rather than competitive bidding. The Board reserves the right to reject any or all responses and contract with one or more firms. Addendum 1 was issued May 22, 2026 with an updated point of contact: Maria Lagunas, CTCD Administrative Services Manager, mlagunas@tsbpa.texas.gov, who must receive acknowledgment of addendum receipt.
