About this opportunity

Burnet County, Texas is conducting a competitive sealed bid procurement for the upgrade and enhancement of the fire alarm and incident management systems at the Burnet County Jail located at 900 County Lane, Burnet, Texas 78611. The project encompasses two primary components: upgrading the existing Edwards EST3 fire alarm system to EST4 or equivalent non-proprietary equipment, including replacement of data cards, smoke/heat/duct detectors, detector guards, and duct mounts with programming and device map reconciliation; and providing a complete incident management system that integrates with the upgraded fire alarm system, featuring networked hardware and cabling, automated response programming, remote monitoring capabilities, floorplan mapping, and mass notification functionality. Contractors must provide separate pricing for construction costs associated with each component and must submit all materials, labor, equipment, and supervision necessary to complete the project as specified. Required qualifications include three references demonstrating similar project experience, proof of non-debarment status, and certifications regarding non-collusion, tax compliance, felony convictions, and eligibility. A mandatory pre-bid meeting is scheduled for April 23, 2026, at 10:00 AM to allow contractors to view the facility and existing system. The deadline for submitting questions is April 28, 2026, at 12:00 PM, and sealed bids are due on May 6, 2026, at 10:00 AM at the Burnet County Purchasing Office, 133 E. Jackson, Burnet, Texas 78611, or electronically at bids@burnetcountytexas.org. Contract award will be processed within 60 calendar days of bid opening unless otherwise agreed.

Burnet County requires compliance with the Texas Historically Underutilized Business (HUB) policy, making this procurement subject to HUB set-aside considerations for disadvantaged enterprises. The existing Edwards EST3 fire alarm system infrastructure must be integrated with the proposed upgrades, requiring contractors to design solutions compatible with or replacing the current proprietary equipment. A bid guaranty of not less than five percent (5%) of the total bid amount, payable to the County of Burnet from a solvent surety authorized to do business in Texas, is required. Performance and payment bonds are required if the bid exceeds $100,000 and $25,000 respectively, each in an amount equal to the full contract value. Burnet County, as a tax-exempt entity, requires that all bids exclude sales tax on materials and equipment. The County reserves the right to award by individual line items if the total bid price exceeds budgeted funds, and while no specific budget range is listed, the bonding requirements indicate the project is anticipated to exceed $100,000.
