About this opportunity

The Brazos River Authority (BRA) issued Request for Proposals No. 26-1382 for consulting services to develop the 2031 Brazos G Regional Water Plan under Texas's seventh cycle of state water planning. The selected consultant will serve the Brazos G Region, encompassing 36 Texas counties, and will work under the direction of the Brazos G Regional Water Planning Group to prepare a consensus-based regional water plan. Key deliverables and objectives include developing planning area descriptions, conducting water demand and supply projections and analyses, identifying water needs and management strategies, providing water conservation recommendations, delivering drought response information, designing and implementing public involvement activities, conducting public meetings, and developing educational materials. The consultant must produce an Initially Prepared Plan and a final 2031 Regional Water Plan. Required qualifications include demonstrated experience in regional water planning, professional qualifications and licenses, experienced project team members, expertise in both surface water and groundwater planning, strong stakeholder engagement capabilities, and the ability to meet schedules and deadlines. The proposal deadline is 10:00 AM on March 24, 2026, with proposal opening and name reading occurring at 11:00 AM the same day via virtual livestream. The deadline for submitting questions is 4:00 PM on March 12, 2026, with responses posted by 4:00 PM on March 18, 2026. Proposals must be submitted electronically via BidNet Direct, by mail, or hand-delivered to BRA offices at 4600 Cobbs Drive, Waco, Texas 76710, and are limited to ten pages excluding resumes and required forms.

The procurement carries no Historically Underutilized Business (HUB) subcontracting goal; however, qualified small, minority, women-owned, and historically underutilized businesses are encouraged to submit proposals. No incumbent vendors or existing contractors are identified in this solicitation. Respondents must submit required documentation including W-9 tax forms, Conflicts of Interest Questionnaires, Non-Collusion Affidavits, Acknowledgment of Receipt of RFP and Addenda, and HUB Subcontracting Plans. Minimum insurance requirements include $1,000,000 general liability per occurrence, $1,000,000 professional liability per claim, statutory workers' compensation coverage, and $1,000,000 automobile liability. The contract will be structured as a time-and-materials arrangement with a mutually agreeable not-to-exceed amount, commencing on the effective date and continuing until work completion. Notably, pricing information is explicitly prohibited from proposal submittals, and any submission containing price information will be automatically disqualified. The BRA reserves the right to reject any or all proposals, waive technicalities, terminate the contract at any time without penalty, and negotiate with the most highly qualified respondent before proceeding to subsequent ranked respondents.
