About this opportunity

The Texas Comptroller of Public Accounts issued RFP 228a for utility appraisal consulting services with a proposal due date of May 4, 2022. A HUB (Historically Underutilized Business) Subcontracting Plan with a 26.0% participation goal for all other services contracts is mandatory; proposals lacking a completed plan will be rejected as non-responsive.

The scope requires qualified independent consultants to conduct a comprehensive review and analysis of primary and secondary resources on the identification and valuation of intangible property in Texas and the United States. Deliverables include identification of research sources, analysis of generally accepted appraisal methodologies, review of resources and constraints available to the Comptroller, and a written report with findings. Two optional scopes address economic obsolescence measurement in regulated utility properties and analysis of the Comptroller's internal procedures for valuing utility and railroad properties. Additional services may include presentations or testimony to the Texas legislature or the State Office of Administrative Hearings.

The initial contract term runs through August 31, 2024, with options for two additional one-year renewal periods through August 31, 2026. Respondents must submit firm, fixed prices for the primary study and optional scopes plus fixed hourly rates for additional services; a total not-to-exceed fee will be determined at award. All costs are included except separately invoiced, pre-approved travel expenses.

Key personnel must demonstrate at least three years of experience performing similar work and preferably hold professional certifications such as RPA, MAI, SPRA, AI-GRS, or CAE. Respondents must provide audited financial statements for the past two years, proof of workers' compensation insurance, commercial general liability of at least $1 million per occurrence, and professional liability of at least $1 million per occurrence, plus vendor references.

Evaluation will be weighted 75% on demonstrated competence, knowledge, qualifications, and past performance, and 25% on reasonableness of proposed fee. Questions were due April 19, 2022, with responses posted April 22, 2022. Contract execution and work commencement were anticipated for May 17, 2022.
