About this opportunity

Texas Tech University is requesting proposals for off-campus student apartments via RFP 2026-1181, with proposals due March 10, 2026 at 4:00 PM Central Time. The university seeks to lease 100 to 300 student beds through master lease agreements with qualified off-campus apartment providers to supplement on-campus housing. A HUB Subcontracting Plan with demonstrated good faith effort in contacting HUB vendors is required — a decision-relevant eligibility filter under Texas procurement rules.

Apartments must be fully furnished, student-appropriate, and located within one mile of campus or served by an active TTU bus route. All units must comply with Texas Senate Bill 8, requiring private bathrooms for each student bedroom with locking mechanisms and lockable bedroom doors. Proposers must submit pricing for single, double, triple, quad, and five-bedroom units with full cost transparency for amenities, utilities, administrative fees, and damage assessments. Proposers bear all costs for background checks and tenant screening; these costs cannot be charged to TTU or students. Proposed units must include floor plans, interior and exterior photographs, sample lease agreements, detailed specifications, references, and proof of licenses. Proposers must carry comprehensive insurance: commercial general liability at $2 million general aggregate and $1 million per occurrence, workers' compensation, and automobile liability at $1 million per accident.

Evaluation weights pricing at 40 percent, demonstrated ability to fulfill requirements at 35 percent, student experience at 15 percent, and compliance with Texas law and TTU requirements at 10 percent. The contract term begins upon final signature for one year, with renewal options for up to four additional one-year periods, though TTU reserves the right to adjust timelines based on enrollment trends. Initial occupancy is targeted for August 2026. The projected duration of need is nine months (Fall 2026 and Spring 2027), with options to extend through Summer 2028. TTU reserves the right to make single, split, or multiple awards and may conduct best and final offer negotiations or oral presentations. The solicitation conference is February 19, 2026 at 3:00 PM Central Time via Microsoft Teams, with written questions due February 20 at 5:00 PM Central Time and proposal opening on March 10 at 4:00 PM Central Time.
