About this opportunity

The City of Windcrest, Texas is issuing a Request for Proposals (RFP-2025-2026-001) for Animal Care and Boarding/Kenneling Services to provide shelter and kenneling for animals seized by the City, including abused, abandoned, dangerous, or aggressive animals. The selected vendor or vendors must accommodate animal holdings for up to 180 days unless the animals are adopted or placed in foster/rescue programs after the mandatory seven-day holding period. The City averages 30 animals per day with peak admissions as high as 4 animals in a single day. Required services include medical and emotional evaluation of animals, quarantine capabilities, provision of food, water, medications, and supplies, and coordination with rescue and adoption providers. Optional services include permanent placement of animals with rescue, foster, and adoption providers, with bonus compensation of $650 per placement within 45 days or $300 per placement within 90 days. Proposing vendors must demonstrate qualifications of key individuals (150 points), provide competitive pricing (120 points), demonstrate relevant experience and expertise (90 points), submit at least three municipal references (60 points), and document past performance (30 points) as part of the best-value evaluation methodology. A non-mandatory pre-bid meeting is scheduled for January 14, 2026, at 3:00 PM CST, written questions must be submitted by 3:00 PM CST on January 15, 2026, and sealed proposals must be received by 3:00 PM CST on January 22, 2026, at Windcrest City Hall Finance Department. The contract will commence upon execution and continue for one year with two optional one-year extensions available by mutual agreement.

The RFP does not specify any set-aside designations or restrictions for disadvantaged enterprises or particular organizational types. Prospective vendors must provide an Insurance Requirement Affidavit and maintain Commercial General Liability insurance of $1,000,000, Automobile Liability coverage of $500,000, and Workers' Compensation insurance with statutory limits. Pricing must be submitted on a per-animal per-day basis with itemized charges for each element of care, and the contract permits one price increase per calendar year with 30 days' prior written notice and supporting documentation. The RFP does not identify a current incumbent vendor or existing service provider. The contract is subject to cancellation upon 45 days' written notice with or without cause, and continued funding is contingent upon approval in the next fiscal year ending September 30th. The RFP does not provide specific budget ranges or award values; vendors must submit detailed itemized charges to enable the City to evaluate costs as part of the best-value selection process.
