Rock salt must meet ASTM D632 standards with a minimum of 95 percent sodium chloride, specified gradation, maximum 3 percent moisture content, and free-flowing usable condition. The contract term is one year with four optional one-year automatic renewal extensions, unless either party provides 90 days' written notice of termination. The City does not guarantee minimum purchase volume and reserves the right to terminate with 30 days' written notice or immediately if vendors fail to meet delivery timelines.

Contractors must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability insurance of $1 million combined single limit, and workers' compensation insurance at statutory limits with $1 million per occurrence employer's liability coverage; the City must be named as additional insured on a primary and non-contributory basis. The City reserves the right to award to the lowest responsible bidder or the bidder offering best value considering price, quality, reputation, and delivery capability. Bids may be submitted electronically through the Bonfire portal or delivered in hard copy to the Director of Purchasing and Contract Management. No pre-bid meeting is scheduled.
