About this opportunity

Tarleton State University, through SSC Services for Education, is procuring competitive sealed proposals for the Texan Village Drainage Project located at 1585 W Shirley Street, Stephenville, Texas. The project scope involves designing and constructing storm water drainage improvements to redirect water away from the foundation at Texan Village, including replacement of all existing downspouts within the project area, installation of new storm drainage infrastructure using hydroexcavation methods, and protection of existing irrigation systems. The work is divided into two phases with contractors required to submit pricing for Phase 1 and Phase 2 combined, Phase 1 only, or Phase 2 only, along with calendar days for substantial completion for each option. A pre-proposal meeting is scheduled for March 25, 2026, at 2:00 PM in Building #671, Campus Operation Room 129 at Tarleton State University. Proposals must be submitted by April 28, 2026, at 2:00 PM to SSC Service Solutions Planning Design & Construction at 501 N Neblett, Stephenville, Texas 76401, with proposal opening occurring at 2:30 PM the same day. The project is scheduled to begin June 1, 2026, with non-working dates established for July 31 through August 1 and August 14 through August 18. RFP and construction documents are available electronically, and all bidders must comply with prevailing wage requirements per Texas state law, OSHA standards, TCEQ stormwater pollution prevention plan requirements, and all applicable codes and regulations.

VetHUB subcontracting participation is required on this project with goals set at 0.50 percent for special trade construction contracts, and contractors must submit a VetHUB Subcontracting Plan with monthly VetHUB Progress Assessment Reports accompanying each pay application. No incumbent vendors or current contractors are identified in the procurement documents. Contractors are responsible for all costs related to utility protection through Texas 811 coordination, irrigation system damage, asbestos discovery protocols, and daily site reporting for projects exceeding 14 days duration. Bid alternates for downspout work have been removed from the procurement; however, contractors may propose both precast and cast-in-place junction boxes and splash blocks. All line items across specified construction divisions must include pricing or the bid will be disqualified. No award value or budget range is disclosed in the available procurement documents. Questions regarding submission process and requirements should be directed to SSC Project Manager Kyle Bedingfield at kyle.bedingfield@sscserv.com or 254-498-7749, while technical questions concerning construction documents should be addressed to A/E contact Chao Zhang, P.E., at Gessner Engineering, czhang@gessnereng.com or 979-431-0961.
