About this opportunity
The City of Norwalk is requesting bids on electrical infrastructure upgrades for existing EV charging stations at Norwalk City Hall, located at 125 East Avenue, with electronic bids due October 27, 2026 at 2:00 p.m. via Bonfire and hard copy bids due October 29, 2026 at 2:00 p.m. The scope is limited to electrical infrastructure only — trenching, backfill, conduit installation, wiring, grounding system modifications, and bollard protection for four charging stations — per 2020 National Electrical Code standards. The City procures and installs the chargers separately; the contractor bears no responsibility for charger procurement or installation.
The project must be completed within 30 calendar days after contract execution. The RFI deadline is October 20, 2026 at 2:00 p.m. Bid opening occurs October 29, 2026 at 2:00 p.m., conducted publicly with teleconference access; no mandatory walkthrough is required.
The City will award to the lowest responsible bidder based on the sum of the base bid and any alternate items selected in the City's best interest. A 10 percent bid deposit is required of successful bidders only. No performance, payment, or maintenance bonds are required. The contractor must obtain all required permits at its own expense; permit fees are not waived. A two-year warranty on all workmanship and materials applies following project acceptance.
Insurance requirements include Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million), Umbrella/Excess Liability ($1 million), and Environmental Liability ($1 million) if applicable. All carriers must be licensed in Connecticut with an AM Best rating of A-VII or better. The City must be named as an additional insured on all liability policies. Contractors must complete detailed vendor qualification questionnaires covering financial statements, organizational structure, subcontractor information, and IT information security protocols. All bid amounts must include costs and insurance premiums necessary to satisfy identified insurance limits.
